Senior Human Resources Manager
Job Description
Overview: Senior Human Resources Manager responsible for HR operations overseeing approximately 25 administrative staff and 75-80 Teaching Artists at East Bay Center for the Performing Arts in Richmond, CA (hybrid), with a salary range of USD 93,800 to 131,300 per year.
Responsibilities
- Act as a strategic partner to the Director of Human Resources and senior leadership on organizational development initiatives, including staffing needs.
- Lead end-to-end recruitment: sourcing, interviewing, and hiring of qualified candidates, collaborating with hiring managers to define required skills and competencies.
- Administer the Paycom HRIS platform; oversee onboarding activities to ensure data integrity and leverage the system to streamline HR tasks and reporting.
- Ensure mandatory trainings for all staff comply with applicable laws and regulations, including harassment and workplace violence training.
- Partner with the management team to implement the Strategic Implementation Plan (SIP) related to current and future recruitment and training needs, including retention and succession planning.
- Support the SIP in line with organizational culture goals; assess leadership training needs to strengthen management skills and coordinate internal or external training on laws, rules, and regulations.
- Manage the annual performance review process, ensuring reviews are completed in accordance with policies and best HR practices.
- Provide guidance to staff on complex or sensitive questions, such as reasonable accommodations, performance issues, investigations, and terminations.
- Oversee employee disciplinary meetings, terminations, and investigations.
- Analyze compensation and benefits trends; research and propose competitive base and incentive pay programs to attract and retain top talent.
- Coordinate and initiate training and development opportunities that provide internal growth for employees.
- Review and update the Center's Personnel Policies and Procedures Manual; ensure consistent administration and staff training.
- Stay current with trends, regulatory changes, and new HR technologies and employment laws.
- Provide guidance to the management team on established policies, rules, regulations, and laws governing employer-employee relations and HR practices to ensure compliance.
- May perform other related duties as assigned at the equivalent level.
Requirements
- Bachelor’s degree from an accredited college or university related to HR; SHRM-CP or SHRM-SCP strongly preferred.
- Five years of progressively responsible professional HR experience, with at least three years in a management role.
- Demonstrated proficiency with the Paycom HRIS payroll system.
- Thorough knowledge of onboarding tasks using Paycom or other similar hiring platforms.
- Knowledge of principles, methods, and best practices across HR program areas.
- Understanding of effective management principles and practices.
- Familiarity with program analysis and applicable federal, state, and local laws, codes, and regulations.
