Job Description

This supervisory role supports the Central Compensation function by overseeing statewide compensation activities while ensuring compliance with applicable laws and internal policies. The position also includes managing, training, and developing human resource analysts, as well as providing technical guidance to staff and state agency officials.

Responsibilities

  • Assist in overseeing statewide compensation functions.
  • Supervise and support the training and development of human resource analysts.
  • Review work related to pay requests, salary analyses, and compensation special projects to ensure adherence to Merit Rules, FLSA/EEO, and other applicable laws, rules, regulations, policies, and procedures.
  • Independently lead meetings and conference calls, providing guidance to staff, state agency officials, and HR Business Partners on interpreting and applying laws, rules, regulations, policies, and procedures, with an emphasis on consistent policy application across departments.
  • Provide technical guidance including policy and procedure interpretation, eligibility determinations, consultations, and recommendations to employees, applicants, management, HR staff, vendors, and others within assigned human resource function(s).
  • Interpret, explain, and ensure compliance with state and federal laws, rules, regulations, standards, policies, and procedures.
  • Analyze and evaluate requests, inquiries, challenges, or practices; make determinations and define solutions, options, and alternative actions to support equity and consistent application of governing requirements.
  • Anticipate broad implications of recommendations and defend recommendations and decisions.
  • Conduct research by collecting, analyzing, and interpreting data and reports from multiple sources; obtain and clarify information; verify accuracy; troubleshoot discrepancies; review precedents and past decisions; and present findings.
  • Conduct special reviews, studies, and/or projects and present results.
  • Prepare and analyze statistical and narrative reports and may calculate and report data.
  • Use automated information systems and computer software to research, review, evaluate, and report on human resource data, including performing quality reviews of data in systems.
  • Participate in meetings, conference calls, and presentations.
  • May develop job aids, forms, or communications for areas of expertise.
  • May research, design, facilitate, and/or evaluate the effectiveness of service delivery, including contacting outside parties such as vendors or contractors to gather information and resolve inquiries or issues.
  • Communicate and interact effectively with people across cultures, ranges of ability, genders, ethnicities, ages, and races.
  • Perform other related duties as required.

Requirements

  • Possession of a Bachelor’s degree or higher.
  • Four years of professional human resource experience.
  • Three years of professional human resource experience plus a Statewide Human Resource Certification or a professional human resource certification.
  • Three years of experience performing human resource analysis and consultation in support of a human resource function.
  • Three years of experience providing guidance, direction, and recommendations to employees, management, or others on inquiries and/or challenges.
  • Three years of experience ensuring compliance with human resource laws, rules, regulations, standards, policies, and procedures.
  • One year of experience in project management, such as planning, developing, implementing, managing, or evaluating projects to ensure objectives are met.
  • Knowledge of staff supervision acquired through coursework, academic training, employer training, or serving as a lead worker overseeing the work of others, or experience supervising staff (including planning, assigning, reviewing, and evaluating work), or supervising through subordinate supervisors a group of professional, technical, and clerical employees.

Preferred Qualifications

  • 3 years of experience in compensation analysis.

Conditions of Hire
