Job Description
Contract Talent Acquisition Recruiter for Optum in San Juan, PR, onsite, focusing on high-volume recruitment across a broad range of roles.
Responsibilities
- Conduct in-person and phone interviews and assess candidates using standardized templates and processes, applying behavior-based interviewing and assessment methods
- Present pre-screened candidates to hiring managers following a consistent process
- Share best practices and troubleshoot recruitment challenges with team members
- Apply diversity awareness and use sourcing techniques that reach diverse candidate pools
- Clearly communicates the employee value proposition to candidates and hiring managers at all times
- Adhere to the defined TA gated sourcing process
- Follow the specified sourcing recipe for each job family or code
- Escalate sourcing challenges to the hiring manager as needed
- Collaborate with the sourcing team to optimize short and long term campaigns by function
- Provide feedback on candidate flow outcomes, market reactions, and branding awareness
- Build a candidate pipeline as dictated by the sourcing recipe and target roles
- Generate referrals by actively engaging employees and promoting the ERP program, including cold outreach
- Establish credibility with hiring managers and candidates and address questions about the enterprise and industry
- Advance candidates through steps and statuses per the candidate SLA, using the correspondence library
- Conduct debriefs with hiring managers and candidates throughout the recruitment process per SLA
- Maintain market and business intelligence aligned to function and business unit; collaborate with hiring managers to understand position requirements, department goals, and the organizational plan
- Assist hiring managers with candidate evaluation, offer negotiations, and process troubleshooting, including review of internal salary references, market compensation data, and market intelligence to recommend offer components
- Understand the perspective of hiring managers and business leaders to discuss concerns and share ideas using constructive communication
- Apply knowledge of recruitment related employment laws, including underutilization criteria, guiding candidates through appropriate steps based on BAQ status, and providing gender and ethnicity information per regulations
- Develop action plans for aging requisitions and keep management informed of progress in a timely manner
- Collaborate with the Recruiting Coordinator to initiate offer processing, including pre-employment background checks and drug screening
Requirements
- Minimum one year of full-cycle recruitment experience
- At least one year using applicant tracking systems (such as Taleo) and/or CRM platforms
- Experience with high-volume hiring
- Ability to recruit across a broad range of positions and skill sets
- Proficiency in both Spanish and English
Technologies

Preferred Qualifications
- PHR, SPHR, or CPC certifications preferred
- Strong knowledge of Puerto Rico employment law including EEO and Affirmative Action guidelines
- Experience recruiting for national, multi-site operations
- Experience working with search firms
- Experience recruiting for healthcare or IT positions
- Skilled in marketing and sourcing techniques including internet channels, cold calling, college alumni networks, and interactive strategies
