Job Description

The role is a part-time casual HR Specialist position at Leeward Community College, University of Hawaii. The assignment supports staffing, recruitment, compensation, HR data systems, and reporting, with a start in August 2026 and renewal contingent on performance, program needs, and available funds.

Position Details

Responsibilities

  • Under the supervision of the HR Manager, independently handles complex, limited-scope assignments in position and staffing administration related to classification, recruitment, selection, and compensation while ensuring compliance with federal and state laws, UH policies, and collective bargaining agreements, and maintaining EEO standards.
  • Acts as a consultative resource for administrators, faculty, staff, supervisors, and employees on federal and state regulations, UH policies and procedures, employee relations matters, and collective bargaining agreements.
  • Assesses position classifications and reviews vacancy postings.
  • Manages reorganization requests, organizational charts, and functional statements.
  • Supports recruitment activities using NEOGOV.
  • Evaluates salary placements and pay adjustments for various employee classes in alignment with UH policies and bargaining agreements.
  • Maintains and audits official personnel records and HR data systems, ensuring confidentiality and accuracy across document management, HRIS (such as PeopleSoft), NEOGOV, and internal databases.
  • Compiles data and produces HR reports, correspondence, and analyses, including statistical summaries and surveys for internal and external stakeholders.
  • Performs other duties as assigned.

Requirements

  • Bachelor's degree in business administration, human resources management, or a related field, plus four years of progressively responsible HR experience; or an equivalent combination of education and experience.
  • Extensive knowledge of HR administration principles, practices, and techniques, demonstrated by broad familiarity with standard and evolving concepts.
  • Strong understanding of applicable federal and state laws, regulations, and HR systems.
  • Proven ability to resolve complex problems using creative reasoning and timely, effective solutions.
  • Proven written and verbal communication skills, with ability to prepare reports and present information clearly.
  • Demonstrated ability to build and maintain effective working relationships with internal and external stakeholders.
  • Proficient in operating a personal computer and applying word processing and spreadsheet software.
  • Experience with Human Resources Information Systems.
  • Knowledge of administrative policies typical of higher education institutions.
  • Ability to multi-task and meet deadlines.
