Job Description

The HR Business Partner role supports the Oregon Department of Justice across human resources functions, including employee and labor relations, performance management, policy interpretation, and acting as a backup for recruitment, classification, FMLA/OFLA, ADA, and Workday transactions.

Responsibilities

  • Conduct low level performance investigations that typically lead to coaching, counseling, or disciplinary action.
  • Investigate misconduct, complaints, and grievances; interview witnesses, prepare findings, recommend actions, and assist managers with outcome letters.
  • Advise managers and employees on collective bargaining agreements, agency policies, procedures, personnel laws, and sound management practices.
  • Assist supervisors in developing and communicating performance expectations and recommend steps for underperformance.
  • Research and respond to HR questions from employees, supervisors, and labor representatives in consultation with a Senior HR Business Partner.
  • Back up the Classification/Compensation Analyst for classification reviews and recommendations; coordinate with DAS Classification and Compensation staff as needed.
  • Support classification studies, position description development, and review of existing position descriptions; prepare analyses and recommend appropriate classification levels.
  • Support pay equity coordination by evaluating candidate qualifications, experience, certifications, and licenses to ensure compliance with pay equity requirements.
  • Back up DOJ recruiters, advising on recruitment and selection methods; provide guidance on interview design and issue resolution during recruitment.
  • Draft recruitment announcements, screen for minimum qualifications, and disposition candidates in line with established practices.
  • Back up FMLA/OFLA coordinators by handling leave requests, reviewing eligibility, and approving or denying leave in accordance with laws and policies.
  • Provide technical assistance to managers and staff regarding FMLA/OFLA rules, laws, and procedures.
  • Assist Senior HR Business Partners and the Safety Coordinator with ADA cases and return-to-work processes for injured workers.
  • Approve and process job changes, hires, compensation changes, and other Workday transactions per state policy and bargaining agreements.
  • Review and audit position information to ensure accurate job classifications and FLSA status.
  • Participate in special projects and perform other responsibilities as assigned.

Requirements

  • Bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business/Public Administration, Applied Behavioral Sciences, Industrial Relations, or a related field, plus two years of HR professional-level experience.
  • Alternatively, a professional HR certification (PHR) from the HR Certification Institute with three years of HR professional-level experience.
  • Five years of HR experience related to the position, with at least three years at the professional level.
  • A master's degree in a listed field may substitute for one year of professional-level experience.
  • State certification: SCHRP can substitute for six months of professional-level experience.
  • SHRM or HRCI Certified Professional credential may substitute for one year of HR professional-level experience.
  • Must pass reference and background checks.
  • Practical experience applying employment laws and policies relevant to Oregon state service (ORS, OAR, FMLA/OFLA/ADA, FLSA).
  • Practical experience with HR systems and processes (classification/compensation basics, recruitment basics, personnel actions, position management, labor relations).
  • Practical experience applying DEIB and equity principles in HR practices.
  • LEDS certification or ability to obtain it within six months.
  • Must agree to comply with department and business-unit security and confidentiality requirements.
