Job Description

Indianapolis onsite role partnering closely with business leadership to support a unionized workforce. This position manages the full employment life cycle for HR functions while leading and coaching HR Generalists/Administrators, contributing to regional HR goals, and driving continuous improvement in how HR programs are delivered. You will also play an active role in labor relations, collective bargaining administration, and day-to-day guidance for managers and employees.

What you will do

  • Lead end-to-end employment life cycle HR functions, including recruiting, employee relations, talent management, training, and benefits, working with managers and employees within one or more business units.
  • Manage one or more Human Resources Generalists/Administrators across one or more locations.
  • Serve as a strategic HR partner to business leadership supporting a unionized workforce, including collective bargaining agreement administration, labor relations strategy, and resolution of workforce issues while ensuring compliance with company policies and applicable local, state, and federal laws.
  • Support company culture, values, and diversity and inclusion (D&I) activities, along with active participation in anti-racism learning and advocacy for equity and employee health and wellbeing.
  • Act as a trusted advisor by building partnerships with local management and employees, guiding and communicating HR and company policies, procedures, and government regulations.
  • Help define goals and decisions for the regional HR department, and recommend new approaches, policies, and procedures to improve department efficiency and service delivery.
  • Deliver an employee experience built on trust, enabling employees to engage openly with HR, with regular in-person connection “where they work.”
  • Coach and develop HR team members by providing timely performance feedback and executing or contributing to annual performance appraisals using talent management systems.
  • Serve as primary HR liaison with union representatives and labor organizations to foster productive labor-management relationships.
  • Interpret and administer collective bargaining agreements and labor contracts across business units and project locations, including support and/or leadership of collective bargaining negotiations (proposals, labor cost analysis, data gathering, interpretation, and implementation).
  • Oversee grievance and dispute matters by guiding HR staff and managers through grievances, disciplinary actions, investigations, dispute resolution, and arbitration, ensuring consistency, fairness, and compliance with policies and CBAs.
  • Advise business unit leadership on labor relations strategy, workforce risk, and contract obligations in partnership with the HR Director and legal counsel on complex labor matters.
  • Lead talent acquisition for the business unit, including recruitment and onboarding of campus recruits and experienced hires, internal mobility, and related processes in collaboration with HQ talent management as applicable.
  • Partner with department heads and hiring managers to understand job duties and business requirements and develop sourcing and recruitment strategies.
  • Participate in staffing meetings and related workforce planning for union trade labor needs.
  • Support salary planning and compensation administration, guiding supervisors and managers regarding merit philosophy and reviewing management submissions for accuracy while ensuring compensation practices align with company policy and union contract requirements.
  • Perform other assigned duties.

What you bring

  • Bachelor’s Degree from an accredited program, plus minimum 7 years of progressive Human Resources experience (or equivalent combination of education and experience), including 3 years of supervisory or management experience, required.
  • Professional in Human Resources (HRCI PHR) or SHRM Certified Professional (SHRM CP), or other related certification, preferred.
  • Strongly preferred experience supporting a unionized workforce, including exposure to collective bargaining, grievance handling, or contract administration.
  • Preferred: construction or construction-related experience, or experience in large organizations (10,000+ employees).
  • Good understanding of business and construction operations.
  • Strong problem-solving skills with a continuous improvement mindset and willingness to challenge status quo.
  • Excellent interpersonal and presentation skills with ability to communicate effectively at all levels.
  • Self-starter with advanced HR systems and project management skills.
  • Experience with engagement at senior management organization level.
  • Supervisory and management experience and skills.
  • Intellectual curiosity and commitment to lifelong learning.
  • Strong organizational skills with ability to adapt to shifting priorities.
  • Familiar with lean culture and continuous improvement concepts, principles, methods, and tools.
  • Proficient with Microsoft suite of applications and HR-related applications.
  • Bilingual (Spanish) preferred.
  • Regular travel.

Work setup and physical demands

  • 100% in-person with regular on-site attendance at the Indianapolis project site.
  • Work includes frequent sitting, use of hands to finger/handle/feel objects, tools, or controls, and reaching, plus frequent talking and hearing.
  • Frequently views a computer monitor and uses a computer keyboard.
  • Vision abilities required: close vision, peripheral vision, depth perception, and ability to adjust focus.
  • Employee is regularly required to be mobile and regularly travels both short and long distances via a variety of conveyances.
  • Occasionally performs work on-site at construction work sites, office locations, and/or off-site venues.
  • Must regularly lift or move up to 10 pounds and occasionally lift or move up to 25 pounds.

Work environment

  • Regularly works in an office or remote setting.
  • Noise is usually quiet to moderate in an office setting.
  • May occasionally work at construction work sites with exposure to moving mechanical parts, high precarious places, fumes or airborne particles, outside weather conditions, and risk of electrical shock.
  • Noise at construction sites is usually moderate to loud.
  • Requires work in compliance with company safety policies, procedures, and applicable laws.
