Human Resources Analyst
Job Description
The Human Resources Analyst role at Omnitrans is a professional position based in San Bernardino, CA, on site. The role encompasses duties across talent acquisition, classification and compensation, leave and benefits administration, and general employee services, with a salary range of USD 67,681 to 101,522 per year.
Responsibilities
- Perform research and statistical analysis, producing reports with findings and actionable recommendations.
- Interpret policies, procedures, rules, and regulations for agency staff and the public; evaluate proposed legislation for impacts on HR programs and advise on necessary changes.
- Support negotiations by providing data-driven analysis.
- Maintain compliance with federal and state regulations.
- Complete special projects as assigned.
- Collaborate with department representatives to recruit and retain skilled employees; develop recruitment plans and manage the process from initiation through onboarding.
- Screen applications by assessing qualifications against job requirements to determine the best qualified candidates; coordinate testing when required.
- Participate in candidate selection; work with hiring managers to design interview formats, coordinate interviews, ensure interview panels are trained, and facilitate the interview process as needed.
- Address applicant questions and inquiries about employment opportunities; keep applicants informed at each recruitment stage and maintain communication with hiring departments.
- Coordinate and participate in on-site and off-site recruitment events; represent the agency at job fairs and similar events.
- Compile and analyze recruitment and retention data; propose strategies for improvement.
- Design and deliver workforce development programs; advise participants as they pursue career goals and track program outcomes and satisfaction.
- Conduct new employee orientations, onboarding, and exit interviews; prepare and process related documents, including ERP entries.
- Perform position classification studies and job analyses; prepare and revise class specifications.
- Conduct compensation and benefits surveys and salary studies; analyze data and recommend changes to salary or benefits programs.
- Administer and monitor leave programs such as PDL, CFRA, FMLA, PFL, Workers’ Comp, SDI, Military, Jury Duty, Bereavement, Union Leave, and Personal Leave.
- Oversee Workers’ Compensation administration and stay current with developments in WC management; apply changes as needed.
- Assist with the agency's random drug and alcohol screening program, including annual FTA reporting and auditing.
- Review safety-sensitive medication forms for compliance.
- Prepare correspondence and notices required for compliance and ensure employees receive monetary supplements.
- Meet with employees to discuss leave usage; review leave usage with departments and address three-day compliance issues.
- Assist with the agency's liability claims process.
- Plan, organize, coordinate, and administer the agency’s benefit plans, including health, dental, vision, long term disability, life insurance/AD&D, retirement, and 457 plans.
- Manage benefit plans to ensure legal and regulatory compliance; troubleshoot issues related to benefits plans and claims.
- Collaborate with insurance carriers, vendors, and brokers to negotiate rates and oversee plan administration; analyze benefit usage and costs to propose enhancements.
- Reconcile benefit and medical billings; coordinate employee health fairs and wellness programs.
- Develop and implement initiatives to improve the employee experience and foster a positive work environment; regularly review and update company policies.
- Create and deliver training programs focused on employee experience and organizational culture.
- Prepare personnel action forms and status change forms for new hires, Merit and Step increases, promotions, separations, and special pay provisions.
- Manage tuition reimbursement, service award, and employee award programs.
- Gather and analyze employee feedback data to inform agency improvements.
- Participate in workforce development programs and provide support and guidance to participants, tracking outcomes and satisfaction.
