The City of Victorville seeks a Human Resources Analyst to oversee benefits administration, recruitment and onboarding, compliance, employee relations, and the supervision of HR staff.

Role Overview

The position focuses on administering employee and retiree benefits, directing recruitment efforts, ensuring regulatory compliance, managing employee relations, and supervising HR personnel responsible for these functions.

Responsibilities

  • Selects and develops assigned staff, sets priorities, motivates the team, and conducts performance evaluations.
  • Provides technical guidance to staff to resolve problems and issues.
  • Participates in disciplinary action processes and fosters team cohesion.
  • Ensures adherence to applicable state and federal laws, rules, and regulations.
  • Assesses work methods and procedures for effectiveness and efficiency.
  • Oversees and contributes to the development and rollout of goals, objectives, and policies.
  • Handles complex benefit related duties covering health, dental, vision, COBRA, life, and disability insurance.
  • Administers and evaluates the design and deployment of employee and retiree benefit programs.
  • Coordinates the age-in process for early retirees and dependents enrolling in Medicare supplemental programs.
  • Reviews and updates benefit election options for each retiree classification.
  • Collects monthly, quarterly, and annual OSHA reports and shares findings with departments and the Safety Committee; monitors CalOSHA postings.
  • Supports workers’ compensation claims and collaborates with the Human Resources Officer.
  • Administers and coordinates 457 and 401a plans, and CalPERS benefits.
  • Contributes to the design and development of benefits training and instructional materials.
  • Creates and administers policies and procedures governing benefits.
  • Oversees and processes personnel and benefit transactions, including review, verification, and editing of entries.
  • Supports recruitment and onboarding for new hires and promotions.
  • Plans and conducts new employee orientations under supervision.
  • Maintains and administers complex records for personnel changes, including hires, promotions, merit increases, transfers, terminations, retirements, and salary adjustments.
  • Maintains employee personnel files and related documentation.
  • Supports the city’s employee evaluation and merit program.
  • Supports job offer extensions and withdrawals as needed.
  • Maintains Position Control and the Employee Master database.
  • Responds to public records requests in a timely manner.
  • Develops and maintains job classification descriptions.
  • Coordinates staffing needs with the Human Resources Officer and manages all phases of recruitment.
  • Oversees evaluation of applications and maintains accurate recruitment and testing records.
  • Prepares statistical analyses of examination results to ensure accuracy.
  • Assists with technical and selection interviews.
  • Contributes to the design and development of department brochures and marketing materials.
  • Attends job fairs and other events to promote City employment opportunities.
  • Coordinates employee training programs.
  • Monitors department expenditures to ensure adherence to budgetary boundaries.
  • Prepares monthly, quarterly, and yearly operations reports.
  • Oversees inventory and purchasing for the department.
  • Manages invoices and resolves billing issues.
  • Conducts class and compensation surveys, including salary, classification, and benefits data collection and analysis.
  • Performs job analysis audits, meets with personnel, and develops required reports.
  • Supports employee discipline processes, personnel investigations, and the preparation of documentation and reports.
  • Responds to complaints and information requests from the public and City staff.
  • Monitors pending and approved state and federal laws affecting the department and the City.
  • Updates administrative procedures to remain compliant with applicable labor laws and regulations.
  • Provides guidance to staff on labor laws, regulations, policies, and procedures.
  • Drafts correspondence, memos, and reports.
  • Supports the preparation of agenda items for relevant meetings.
  • Attends professional organization meetings, committee meetings, department meetings, workshops, and regulatory sessions as a City representative.
  • Coordinates vendor meetings, events, and seminars.
  • Implements and monitors department programs.
  • May assist Risk Management or Emergency Management as needed.
  • Responds to verification requests and confidential inquiries from government agencies.
  • Coordinates and participates in special projects as required.
  • Maintains confidentiality of work-related issues and City information.
  • Supports the development, management, and monitoring of the agency-wide personnel budget, ensuring compliance with public sector fiscal policies, labor agreements, and staffing allocations.
  • Safely operates City vehicles and equipment as needed.

Supplemental Information

  • Work is performed in an office environment with close proximity to other staff.
  • Incumbent may experience frequent interruptions during the workday.
  • Physical demands are moderate, including sitting, standing, walking, lifting, and carrying moderately heavy boxes or using a hand dolly to move materials up to 50 pounds.
  • Requires normal vision and hearing, with strong verbal and written communication abilities, and clear comprehension by others.
  • Must have the stamina for long hours and overtime if assigned, and be willing to work irregular schedules that may include weekends, holidays, evenings, and varying shifts.
