Job Description

This role supports DOTD District 04 as the primary HR contact, handling specialized HR functions for personnel, payroll, records, benefits, and recruitment assistance.

Responsibilities

  • Serve as the primary HR contact for the District, processing personnel and payroll actions including hires, promotions, position changes, and separations.
  • Ensure processing accuracy and compliance using LaGov HCM and related systems.
  • Maintain and update employee records, verifying employment data such as pay, leave accrual, benefits, and organizational assignments.
  • Research and resolve record discrepancies in line with Civil Service rules and applicable laws.
  • Support employee benefits programs, including new hire enrollment, annual enrollment, qualifying life events, and retirement-related options.
  • Assist supervisors and managers with performance evaluations, disciplinary actions, ADA accommodations, and other employee relations matters.
  • Provide recruitment support by posting vacancy announcements, responding to applicant inquiries, reviewing materials for compliance, and generating workforce/HR support reports for leadership.

Requirements

  • Three years of human resources experience; or
  • Six years of full-time experience in any field; or
  • A bachelor’s degree.
  • Every 30 semester hours earned from an accredited college or university counts as one year of experience toward the six years of full-time experience requirement (in any field).
  • Maximum substitution allowed is 120 semester hours, substituting for up to four years of experience in any field.
  • No Civil Service test score is required to be considered for this vacancy.

  • Maximum salary for Human Resources Analyst C: $90,210.00.
  • Starting biweekly rates (includes Special Entrance Rate):
    • Human Resources Analyst A: $1,616.00/biweekly
    • Human Resources Analyst B: $1,728.80/biweekly
    • Human Resources Analyst C: $1,944.80/biweekly
