Human Resources Analyst I/II (Recruitment)
Job Description
The City of Fremont is recruiting for a Human Resources Analyst I/II (Recruitment) to deliver professional HR support across recruitment and selection.
Responsibilities
- Provide professional human resources support to City departments throughout the recruitment and selection process.
- Coordinate recruitment activities and collaborate with hiring managers.
- Develop and administer selection processes.
- Help ensure recruitment practices are consistent, equitable, and compliant with applicable policies and regulations.
- Conduct job analyses, including desk audits and organizational reviews, and develop or revise class specifications.
- Perform classification and compensation analyses, including salary and benefit surveys, and make recommendations.
- Counsel and advise employees, supervisors, and department heads on employment, promotion, classification, and compensation topics.
- Perform administrative support duties, including interpretation and application of HR rules, policies, legislation, and MOUs.
- Prepare written reports, memos, letters, and policies.
- Conduct analysis and prepare reclassification requests.
- Perform analytical research and prepare projections and assumptions.
- Oversee the day-to-day functions of City payroll and benefit programs.
- Implement operational procedure changes to improve efficiency and effectiveness and/or implement regulatory, legal, and policy updates.
- Perform analysis and develop reports supporting labor relations, finance, and other administrative functions.
- Oversee payroll check creation and distribution to employees.
- Respond to compensation-related inquiries, including benefits, taxes, and leaves.
- Maintain confidentiality when handling benefits, payroll information, and sensitive situations.
- Oversee the accuracy of benefits and payroll processes completed by staff.
- Periodically review and revise Administrative Regulations and department policies.
- Prepare PowerPoint presentations.
- Maintain accurate City organization charts.
- Participate in labor relations negotiations as a note taker and provide analysis of proposals presented in bargaining unit negotiations.
- Perform the full range of recruitment and selection duties, including development of outreach, examination, and interview materials.
- Other duties as assigned.
Requirements
- Knowledge of: principles and practices of public personnel administration; methods and techniques for classification, compensation, and benefits analysis; applicable state and federal employment laws and regulations; and public-sector recruitment and selection principles and techniques.
- Journey-level class knowledge: Meyers-Milias-Brown Act, California Public Employees’ Retirement System, Worker’s Compensation law, Family and Medical Leave Act, and Fair Labor Standards Act.
- Skill in: preparing clear, concise, and complete analysis, proposals, reports, and other written materials; maintaining accurate records and meeting critical deadlines; researching and analyzing complex problems using statistical or narrative information; evaluating varied data; and exercising sound judgment within established guidelines.
- Skill in relationship building: establishing and maintaining effective working relationships and collaborating with diverse individuals and groups.
- Ability to: interpret City personnel programs and policies for employees and managers; interpret and analyze information; coordinate a variety of tasks; elicit cooperation; use computer software including Microsoft Word, Excel, PowerPoint, and Visio; work in an office environment that may require extended sitting; and maintain physical and mental condition appropriate to assigned duties.
- Willingness to work hours as necessary to accomplish job requirements.
- Ability to travel independently within and outside of City limits.
- Possess a valid California Class C driver’s license; failure to maintain may result in discipline up to and including termination.
- Human Resources Analyst II (minimum education/experience): Bachelor’s degree from an accredited college or university with major course work in human resources management, public or business administration, industrial relations, or a closely related field, plus at least two (2) years of experience performing duties comparable to a Human Resources Analyst I.
- Education: Bachelor’s degree from an accredited college or university (major course work in human resources management, public or business administration, industrial relations, or a closely related field).
- Minimum experience: 2 years.

Class Specification Highlights
