Job Description
Under general direction, the PIOD Appeal Officer handles employee classification appeals through review, hearings, research, and recommendation development.
Responsibilities
- Schedule the employee and supervisor for the appeal hearing
- Review compensation-related documentation, such as no-change memorandums and the employee’s Request for Classification Action
- Conduct the appeal hearing
- Perform on-site field audits
- Meet with employees at all levels, including in some instances Department Directors
- After the hearing, conduct thorough research using historical records
- Perform compensation research across Miami-Dade County and, when necessary, other municipalities and the private sector
- Benchmark salaries and review past and current duties to identify duty changes
- Examine supervisory relationships, span of control, and job scope changes to determine whether identified changes are compensation-related
- Independently develop detailed recommendation reports
- Forward recommendation reports for review and finalization by the PIOD Department Director
- Ensure the PIOD Department Director’s determinations serve as final and binding authority for these appeals
Requirements
- Bachelor’s degree
- Minimum 3 years of human resources experience conducting job analysis, labor relations research, investigations on employee relations matters, or organization structure reviews
- Additional HR experience in the areas listed above may substitute for the required college education on a year-for-year basis
