Job Description

Elderwood in Lockport, NY is seeking an experienced Human Resources Manager to lead on-site HR operations at the facility. This role oversees HR administration, recruiting, onboarding and offboarding, performance management, payroll, and benefits administration, supported by an on-site Recruiting Coordinator. The position offers a salary range of $62,353 to $73,000 annually and requires a hands-on leader who can navigate complex HR needs in a healthcare-focused environment.

Responsibilities

  • Manage end-to-end recruitment: sourcing, interviewing, and onboarding candidates through the Applicant Tracking System to ensure timely hires.
  • Maintain accurate, timely submission of the weekly open positions report.
  • Promote the facility through recruitment events at the site and through partnerships with schools and organizations, including open interviews and job fairs.
  • Oversee internal posting processes for facility postings and for employees involved in facility-to-facility transfers.
  • Drive participation in the Employee Referral Program and track referrals and bonus payouts.
  • Orient new hires and complete required paperwork, review benefit eligibility, describe plans, and confirm enrollment completion.
  • Schedule General Orientation and deliver the HR training component.
  • Obtain regulatory documentation for licensed and certified hires at time of hire and annually thereafter; arrange training if certifications or CPR/Life Safety requirements are missing.
  • Coordinate new hire physicals and collect necessary medical documentation for TST.
  • Document all personnel actions including location, pay rate, status changes, disciplinary actions, and receipts.
  • Maintain staff records in compliance with regulatory requirements and the HR Policy & Procedure Manual.
  • Initiate probationary and annual performance evaluation processes.
  • Administer 30 Day New Hire Surveys and Exit Interviews in line with policy.
  • Handle wage verification forms for social service agencies, insurance, and mortgage companies, among others.
  • Order name badges, business cards, and computer access as needed.
  • Process terminations promptly and maintain staff rosters across multiple databases.
  • Coordinate uniform benefit allowance, fittings, and the acquisition of uniforms under the allowance program.
  • Distribute benefits information to eligible employees, monitor enrollments, and follow up to verify completion.
  • Ensure accurate and timely data entry in ADP HRIS and ongoing maintenance of employee records.
  • Review timecards in the time & attendance system for accuracy and approvals; run ADP reports as needed.
  • Assist employees with benefit and payroll inquiries and explain policy details.
  • Upon termination, distribute documentation related to benefits (Health Insurance, 401K, Life, Dental).
  • Coordinate employee activities as directed by executive staff and manage leaves of absence, ensuring compliance with FMLA and return-to-work expectations.
  • Respond promptly to unemployment claims and report termination data to payroll within one pay period; represent the company in UI and workers’ compensation hearings when necessary.
  • Participate in the facility Safety Committee and manage information for unemployment, workers’ compensation, and disability claims; maintain OSHA 300 log.
  • Triage employee concerns, escalating to the Administrator or EAS HR as needed; ensure consistent policy application and maintain a disciplinary log.
  • Drive recognition and retention programs such as Employee of the Month, birthdays, and anniversaries.
  • Lead Performance Management initiatives and support management in employee development and culture-building activities.
  • Plan and execute company events and meetings (remote and in-person) to foster learning, teamwork, and culture diffusion.
  • Serve as a resource on policies and procedures, oversee HR initiatives, and maintain LMS, ATS, and HRIS for a smooth HR experience.
  • Demonstrate punctuality, professional attire, and compliance with facility dress code and device policies; support Pediatric Specialty Care’s Mission, Vision, and Values.
  • Perform other duties as assigned by supervision or Administrator.

Requirements

  • Bachelor’s or Master’s degree in Human Resources, Business, or related field. A PHR certification is preferred.
  • Minimum of five years of experience in a Human Resources management role.
  • Strong knowledge of state and federal labor laws, FMLA, OHSA, and COBRA.
  • Proven recruitment and employee onboarding experience; payroll and benefits experience is strongly preferred.
  • Proficient in Microsoft Office; highly organized, detail-oriented, and quality-focused.
  • Excellent written and verbal communication skills; able to prioritize in a fast-paced environment and work autonomously.
