Job Description
Fierce Firearms seeks a hands-on Human Resources Manager to lead payroll, benefits, recruiting, compliance, and employee relations within an ITAR-regulated manufacturing environment employing roughly 100 to 120 personnel. This onsite role is based in Orem, Utah.
Responsibilities
- Payroll: Manage end-to-end payroll using Gusto with precise accuracy, including time capture, approvals, multi-rate and overtime calculations, deductions, garnishments, PTO accruals, tax filings, and reconciliation with the general ledger.
- Benefits: Administer health, dental, vision, 401(k), and leave programs; oversee open enrollment and life-event processing; coordinate COBRA and carrier activity via Gusto.
- Talent: Lead full-cycle recruiting for hourly and salaried roles; sourcing, screening, interviewing, offers, background checks, and onboarding to maintain production staffing levels.
- Employee Relations: Serve as first point of contact for questions, conflicts, investigations, disciplinary actions, and performance concerns; coach supervisors on fair and consistent leadership.
- Compliance: Ensure adherence to FLSA, FMLA, ADA, EEO, OSHA, workers' comp, and Utah labor laws; manage I-9 / E-Verify, ITAR screening support, and maintain audit-ready records.
- Operations: Administer onboarding/offboarding, job descriptions, the employee handbook, policy management, and HRIS data integrity; deliver clear metrics on headcount, turnover, attendance, and time-to-fill.
- Partnership: Collaborate with the COO/CFO and shop floor supervisors to translate workforce needs into staffing, training, and retention actions that sustain throughput and quality.
Requirements
- Foundation: 5+ years of progressive HR generalist experience with direct ownership of payroll administration; Gusto experience strongly preferred.
- Breadth: Demonstrated depth across benefits administration, full-cycle recruiting, employee relations, and HR compliance, able to operate independently without a team.
- Compliance: Practical command of federal and Utah employment law (FLSA, FMLA, ADA, EEO, OSHA) and comfort operating inside a regulated, security-sensitive environment.
- Systems: Proficiency with HRIS / payroll platforms, time-and-attendance systems, and strong Microsoft 365 / spreadsheet skills for reporting.
- Environment: Manufacturing, industrial, or other hourly-workforce experience strongly preferred; ITAR / ATF-regulated exposure a clear plus.
- Education: Bachelor’s degree in HR, business, or related field; PHR or SHRM-CP certification welcomed.

Position Summary
The HR Generalist / Manager oversees day-to-day people operations for a precision rifle manufacturer operating under ITAR and ATF licensing. This is a hands-on, full-cycle role that serves as the sole point of accountability for payroll, benefits, recruiting, compliance, and employee relations across a non-union workforce of roughly 100–120 spanning machining, assembly, finishing, and support functions. The successful candidate maintains accurate, timely people processes that support production while safeguarding employee information.
