The HR Manager at The Hume Center oversees HR operations, balancing strategic organizational development with compliance, and is responsible for recruitment, benefits, culture, and employee relations within a mission-driven nonprofit.

Responsibilities
- Assist the Vice President of Finance by preparing briefings and organizing data to enable rapid, data-driven decision-making.
- Collaborate with Organizational Development leaders to design strategic frameworks and pulse surveys that improve recruitment, staff engagement, retention, and performance.
- Work cross-departmentally with the Office of the CEO, Director of the Executive Office, Training, and Organizational Development to embed history, branding, core values, and workplace philosophy across leadership levels.
- Under executive direction, participate as a core planning team member alongside the Events Coordinator to organize major agency events such as the Welcome Retreat, Orientation Weeks, Holiday Party, Spring Celebration, Annual Retreat, Graduation, and other staff events.
- Maintain up-to-date knowledge of state and federal employment laws and proactively implement policy changes to ensure organizational alignment.
- Develop, administer, and maintain the Employee Handbook, personnel policies, procedures, and standard forms; annually present improvement recommendations to the Executive Leadership Team.
- Plan, organize, and execute all HR department activities, establishing goals and systems aligned with the organization’s strategic vision.
- Participate in Supervisor, Management, and Leadership team meetings; present HR changes and departmental updates to the assigned supervisor and leadership.
- Lead workforce recruitment efforts, oversee marketing materials, and prepare for recruitment activities.
- Partner with Hiring Managers to create, revise, and maintain accurate, up-to-date job descriptions.
- Lead onboarding and offboarding processes, ensuring new hires are equipped with resources and coordinating cross-departmentally with Finance, Accounting, Compliance, IS, Credentialing, and Training.
- Manage HRIS, electronic portals, and personnel records; rigorously maintain data on employment history, compensation, benefits, attendance, and evaluations.
- Oversee and administer company benefits including PTO, Health, Dental, Vision, 401(k), and Workers’ Compensation.
- Conduct salary research, analyze compensation surveys, and annually update the organization’s compensation program.
- Perform mandatory monthly checks for providers (OIG, SAM, Medi-Cal) and ensure timely completion of background checks, live scans, TB testing, and physical clearances.
- Lead or assist in HR-related audits (e.g., Workers' Compensation) and provide salary data and job descriptions to support grants, budgets, and proposals.
- Coordinate with Accounting to resolve pay errors; ensure timely submission of timesheets, mileage, and reimbursements for staff and volunteers.
- Serve as a neutral facilitator for workplace concerns, identifying issues requiring executive consultation, formal Compliance intervention, or HR investigations.
- Assist in resolving discrimination, harassment, and grievance concerns in accordance with company procedures, routing clinical/supervision complaints to Compliance.
- Support performance management by assisting with the development and rollout of Performance Reviews, PIRFs, position-specific KPIs, and SMART goals.
- Lead employee handbook and benefits training; coordinate mandatory compliance training across departments (e.g., Cultural Competency, HIPAA, Safety, Insync).
- Review training council/association manuals to ensure recruitment processes align with institutional deadlines.
- Maintain the Master Trainee Recruitment Spreadsheet and the annual Master Trainee Roster.
- Manage outreach to graduate schools and listservs, screen applicants, schedule interviews, and handle feedback and offer/no-offer letters.
- Coordinate signing and secure storage of university contracts and performance evaluations; track accrued training hours precisely.
- Partner with the Credentialing Department to initiate and track timely Board Registrations and develop alumni networks and events.
- Hold weekly meetings with the supervisor to ensure alignment and effective use of organizational communication channels.
- Facilitate meetings as needed and act as a responsive liaison who identifies resources, manages reporting, and communicates department needs to upper management.
- Model The Hume Center’s mission, culture, and values through collaborative and enabling professional interactions.
- Maintain consistent participation in required organizational and departmental meetings.
- Actively pursue Continuing Education to maintain an active HR certification status.
- Fulfill additional duties and strategic priorities as directed by the supervisor, VP of Finance, or executive leadership.
- Communicate with calm professionalism and emotional intelligence, both verbally and in writing.

Requirements
- Bachelor’s Degree in Human Resources, Organizational Psychology, or related field with 3-5 years of experience, or Master’s Degree with 2-4 years of experience.
- SHRM, PHR, or SPHR certification is required.
- Extensive knowledge of HR functions, employment and labor law, healthcare law, and professional training regulations.
- Demonstrated flexibility to address organizational needs.
- Full-time availability with willingness to work evenings and weekends as needed.
- On-site work with potential transition to a hybrid arrangement after six months of positive performance.
- Ability to represent The Hume Center effectively.
- Valid California driver’s license and willingness to use a personal vehicle with valid insurance for work travel.
- Willingness to use a personal cell phone for crisis and emergency communications with supervisors and colleagues.
- Proficiency with spreadsheets, memo composition, Microsoft Word, Adobe Acrobat, DocuSign, and GSuite.
