HUMAN RESOURCES OPERATIONS ANALYST
Job Description
The State of Arizona, through the Department of Economic Security and its Division of Developmental Disabilities, is seeking an experienced HR Operations Analyst to oversee personnel actions, classification work, and performance development. This onsite role in Phoenix supports compliant HR processes and effective service delivery for individuals with developmental disabilities and their families.
Responsibilities
- Serve as the division’s go‑to specialist for personnel and classification work, offering technical analysis, guidance, and training to colleagues; perform quality assurance reviews on all personnel and classification actions; conduct salary analyses for base pay, performance pay, and pay equity.
- Process actions into AZ360 within established deadlines; track items awaiting action by HRA or DES; pend actions for quality review and alert HRA if approvals are delayed or inaccurate; maintain confidential personnel records and employee files (active and inactive); conduct onboarding for new DDD hires.
- Maintain the division’s official organizational charts and input supervisor changes into AZ360; collaborate with DES Payroll, HRA, and other agencies; complete special projects, develop reports, and present findings and data.
- Consult with division staff to gather information for writing Position Descriptions (PDs); determine required knowledge, skills, and abilities; compare positions within the division for consistency; draft and finalize PDs; prepare paperwork to establish new full‑time employees and review existing PDs for updates.
- Maintain division appraisal proxy authority: review appraisal completion reports, coordinate with liaisons and managers, and assist supervisors with appraisal issues, including editing evaluation dates and managing records in the appraisal system.
- Execute personnel actions across hiring, classification, staffing, recruitment, and employee relations to ensure compliance with DES policies and regulations while delivering guidance and strong customer service.
- Run daily Fingerprint Clearance Card reports for suspensions/denials; generate monthly tracking reports (Years of Service, clearance expiration) and maintain background check trackers (LEIE, SAM).
Requirements
- Knowledge of Arizona Administrative Organization (ADOA) and DES rules, policies, and procedures related to work assignments.
- Experience with personnel processes, documentation, forms, and processing personnel actions.
- Proficiency with Google Mail/Workspace, AZ360, Performance Management software, and related HR monitoring tools.
- Understanding of ADOA salary structure and classification guidelines.
- Principles and practices of personnel administration with expertise in classification; strong research and reporting abilities.
- Ability to prioritize, stay organized, and follow through; proficient in reviewing and analyzing personnel actions for accuracy.
- Experience using databases to enter and retrieve information and generate reports; adept at multi‑tasking and time management.
- Commitment to excellent customer service; strong problem‑solving skills and the ability to implement effective solutions.
- Capability to process actions timely into AZ360; operate well in a fast‑paced environment; research and respond to personnel inquiries; communicate effectively with DES Payroll and HRA; interpret policies and procedures.
- Education: Bachelor's Degree in Human Resources or a closely related field plus two years of HR analyst experience (or equivalent); or four years of verified HR/Personnel experience; relevant HR certification preferred.
- Driver’s license required for state business use; background checks and E‑Verify compliance; ongoing DMV checks as applicable.
