Job Description

At the University of Hawaiʻi at Manoa, the Human Resources Specialist role sits within CTAHR Administrative Services and coordinates a broad spectrum of HR activities across recruitment, onboarding, payroll, leaves, labor relations, and benefits. This onsite opportunity in Honolulu emphasizes policy compliance and employee development, supported by a minimum of three years of HR experience and a bachelor’s degree in human resources administration, business administration, or a related field.

Responsibilities

  • Manages all facets of HR administration, including classification and compensation, recruitment and selection, onboarding, payroll, leaves, labor relations, and employee benefits.
  • Serves as the Chief HR Specialist for the College in the HR Manager’s absence.
  • Oversees immigration visa documentation for international faculty, staff, and visitors, coordinating with external offices to process requests.
  • Develops and delivers training on HR policies, procedures, benefits, and general operations.
  • Administers FMLA leave and benefits in a timely manner.
  • Manages workers’ compensation actions and temporary disability claims, and maintains workplace accident data to ensure OSHA 300 and 310 reporting compliance.
  • Monitors performance appraisal programs for executives and APTs; trains department personnel and assists in identifying performance issues and coordinating action plans with supervisors.
  • Prepares and updates organization charts and functional statements in line with policy guidelines, including reorganization requests.
  • Supports the HR Manager and department personnel committee on tenure, promotion, and contract renewal procedures.
  • Responds to unemployment insurance claims and inquiries.
  • Conducts workplace fact-finding investigations on informal and formal complaints and union grievances.
  • Keeps current with HR management trends by attending information and training sessions.
  • Represents the department on university-wide committees, projects, initiatives and professional development.
  • May act as a working supervisor, overseeing other HR personnel including student assistants, assigning tasks, evaluating performance, and taking corrective action as needed.
  • Performs other duties as assigned.

Minimum Qualifications

  • A bachelor’s degree in human resources administration, business administration or related field with at least 3 years of progressively responsible professional HR experience; or an equivalent combination of education and professional experience providing the required knowledge, skills and abilities.
  • Considerable working knowledge of HR administration principles and evolving concepts, practices, and methodologies.
  • Considerable working knowledge of applicable federal and state laws, rules, regulations, theories, and systems related to HR administration.
  • Proven ability to resolve complex problems using creative reasoning and timely, effective solutions.
  • Strong ability to interpret and clearly present information in writing and verbally, including reports and other materials.
  • Demonstrated skill in establishing and maintaining effective working relationships with internal and external organizations, groups, teams, and individuals.
  • Proficiency in using a personal computer and word processing software.
  • For supervisory roles, demonstrated ability to lead subordinates, manage work priorities and projects, and handle employee relations.
  • Ability to maintain confidentiality in accordance with federal and state laws and University of Hawaii policies.

Desirable Qualifications

  • HR experience within a higher education institution.
  • Familiarity with University of Hawaii systems such as PeopleSoft.
