Lead Human Resources Business Partner
Job Description
The Lead Human Resources Business Partner provides daily direction and strategic counsel on core HR programs in a full-time hybrid role for Anoka County.
Responsibilities
- Offer daily leadership and expert guidance across HR programs such as employment, compensation, EEO, training, benefits, personnel records, and employee relations, applying county policies to resolve issues while ensuring compliance with federal, state, local laws and labor agreements.
- Steer compensation related requests, delegating tasks like responding to information requests, job classification, salary surveys, market analyses, determining offer rates, administering the County Performance Based Range Movement (PBRM), and advising management and training on PBRM to stay competitive.
- Define methods for updating, maintaining, and distributing job descriptions and postings to ensure law compliance.
- Conduct high level investigations and advise staff and management on resolving employee issues, interpreting rules, and recommending corrective actions, terminations, training, and organizational changes.
- Analyze data to inform negotiation strategies addressing union and county interests or evaluating positions in collective bargaining.
- Provide strategic HR input for employee relations initiatives, contribute to objectives, performance management, policies, and procedures, and develop workforce plans aligned with external trends that influence targets.
- Support leaders in high-volume, high-stress departments by identifying trends, turnover risks, patterns, and root causes of employee relations issues, proposing operational solutions.
- Collaborate with leaders to implement retention and engagement strategies for hard-to-staff positions within assigned departments.
- Advise on succession planning, career progression, mobility transfers, inter-jurisdictional transfers, promotions, demotions, and open competitive examinations.
- Provide leadership and mentorship to a subordinate group, and may act as a lead directing daily work and coordinating weekly timelines depending on assignment.
Requirements
- A bachelor’s degree is required, with a minimum of six years of related experience.
- An equivalent combination of education and experience may be substituted on a year-for-year basis.
Compensation
Salary range: USD 74,214 to 103,896 per year.
Experience and education: Minimum six years of related experience and a bachelor’s degree.

Position Description
The Anoka County Human Resources Department delivers a full spectrum of talent management services, including classification, compensation and benefits, recruitment and selection, employee relations, labor relations, performance management, and organizational development. We seek a Lead Human Resources Business Partner to join our team to provide daily direction and expert strategic counsel on a broad array of HR programs, applying county policy and procedures to resolve issues and ensuring compliance with all applicable regulations and labor agreements.
Work Location and Schedule
Work location is the Anoka County Government Center, 2100 3rd Ave, Anoka, MN 55303. The role may offer flexible work arrangements, including hybrid options with some days remote and others in the office. Typical hours are Monday through Friday, 8:00 a.m. to 4:30 p.m.
Physical Demands and Work Conditions
- Standard office environment with typical computer-based duties requiring close and distance vision and color discernment.
- Ability to communicate effectively by phone and in person; occasional travel to other county sites may be required, along with possible driving of county or personal vehicles.
- Primarily sedentary work with occasional periods of standing, walking, kneeling, or bending; frequent keyboard use and mouse activity.
- Occasional lifting of up to 10–20 pounds.
