Job Description

Based in Keller, Texas, this on-site management role at Keller ISD oversees district HR programs, position control, and stipends while ensuring compliance with HR policies and practices across the district.

Responsibilities

  • Support the development and execution of personnel policies and procedures within designated areas.
  • Coordinate daily operations related to staffing, compensation administration, and employee relations.
  • Assist in maintaining district compliance with applicable federal and state laws and regulations.
  • Assist the Human Resources Officer with staffing planning and management for the District.
  • Handle inbound calls and greet visitors; respond to routine inquiries from the public and staff, routing complex questions to the Chief Human Resources Officer.
  • Maintain the district's position control data system with accuracy and efficiency.
  • Process administrative requisitions as they are received.
  • Manage and reconcile vacancies against approved staff allocations, verify information, add new positions as directed, and identify or resolve inconsistencies.
  • Enter, update, and maintain accurate position data for all District positions.
  • Oversee administrative positions, including assignments, reassignments, salary changes, and separations.
  • Monitor staffing levels on an ongoing basis, compile data, and prepare status reports as required.
  • Prepare and disseminate or post administrative vacancy announcements and advertisements.
  • Provide administrative support to the Chief Human Resources Officer.
  • Respond to routine inquiries to maintain high service levels and provide knowledgeable support for employees and supervisors.
  • Support the Chief Human Resources Officer in forecasting staffing needs with Principals and other administrators; oversee and assist with implementing Position Control.
  • Assist in managing a system to equip new administrators with necessary information, support, and training for success in the role.
  • Assist with the District’s compensation program, including preparing and reviewing job descriptions, salary surveys, and position reclassifications.
  • Oversee and administer stipends for eligible employees.
  • Identify and address employee issues; collaborate with District Leadership to ensure proactive and effective communications.
  • Support the Chief Human Resources Officer, staff, and other government agencies on employment, record keeping, retirement, grievance, and other personnel matters and procedures.
  • Assist with annual updates to the employee handbook and personnel directory; inform employees about policies, procedures, and programs that affect them.
  • Prepare and deliver written and oral presentations on HR and management topics to campus Principals, District administrators, and employees.
  • Stay informed of current research and best practices in human resources management and development across educational and non-education settings; adjust plans accordingly.
  • Ensure compliance with local, state, and federal employment laws; monitor public policy changes that could impact the District.
  • May prepare and maintain employee service records.
  • May assist with the preparation and distribution of employment contracts.
  • Compile data used to prepare various required state and local reports.
  • Prepare purchase orders and payment authorizations as directed.
  • Maintain confidentiality in all duties.
  • Develop and maintain systems for retrieving information in support of programs; compile, organize, and secure all physical and computerized reports and records.
  • Pursue professional development for self and assigned staff, ensuring alignment with District goals and current research.
  • Comply with all policies, procedures, legal requirements, and verbal and written directives, including the Professional Code of Ethics and Standard Practices for Texas.
  • Follow District safety protocols and emergency procedures.
  • Perform other related duties as assigned.

Requirements

  • Bachelor's Degree in Human Resources or equivalent.
  • Five years of experience in human resources administration or a related field with substantial customer service exposure.
  • One year of supervisory experience.
  • Knowledge of administering designated programs and applicable laws.
  • Ability to implement policies and procedures.
  • Proficiency with software to create spreadsheets, analyze data, and perform word processing.
  • Knowledge of basic accounting principles.
  • Strong organizational, communication, and interpersonal skills.
  • Ability to present information effectively in one-on-one and group settings.
  • Knowledge of school district organization, operations, and administrative policies.
  • Ability to read and understand instructions, correspondence, and memos.
  • Capacity to make independent decisions regarding planning, organizing, and scheduling.
  • Excellent public relations, organizational, communication, and interpersonal abilities.
  • Ability to manage multiple complex administrative tasks concurrently.

  • Environment requires on-site work at an assigned school or building, with regular exposure to noise and computer monitors.
  • No remote work is available.
  • Occasional districtwide travel may be required.
  • Mental demands include working with frequent interruptions, maintaining composure under stress, and potential long or irregular hours.
