Payroll and Human Resource Specialist
Job Description
Coffman Excavation is looking for a knowledgeable Payroll and Human Resource Specialist to join the onsite team in Oregon City. This role blends hands-on payroll operations for both union and non-union workers with essential HR duties, ensuring payroll tax compliance, benefits administration, and workforce processes run smoothly in a construction setting.
Responsibilities
- Process weekly payroll for approximately 30 non-union employees, including tax payments and garnishments.
- Process and assist with weekly payroll for about 250 union employees across multiple states, handling tax and garnishment payments.
- Support managing and reporting certified payroll requirements.
- Maintain accurate vacation and sick leave accruals and keep them up to date.
- Prepare and file quarterly and annual payroll tax reports to various agencies.
- Assist in preparing monthly union reporting to Operators and Laborers Unions in multiple states.
- Assist with new hire onboarding and payroll setup requests.
- Prepare and manage annual audits for union payroll and workers compensation.
- Coordinate market recoveries for unions when applicable.
- Process monthly workers' compensation and allocate charges to OCIP (Owner-Contractor Insurance Program) policies.
- Reconcile payroll accruals to the general ledger.
- Act as a member of Coffman’s HR team, handling benefits administration, disciplinary actions, personnel documentation, workers' compensation claims, light duty assignments, and layoffs.
Requirements
- Experience in the construction industry.
- Proficiency with both union and non-union payroll processing.
- Strong data entry accuracy.
- Solid knowledge of payroll tax reporting and applicable laws.
- Experience administering employee benefits and familiarity with the employee handbook.
- Excellent verbal and written communication skills.

Schedule
Monday through Friday: 8:00 am to 5:00 pm
Pay
USD 80,000 – 100,000 per year, commensurate with experience and qualifications.
