The State of Wyoming invites you to join an on-site HR team in Laramie as a Senior Human Resource Associate. This role supports roughly 250 employees at WYDOT with consultative HR guidance across recruiting, classification and compensation, benefits, employee relations, organizational development, and workforce planning. Responsibilities
- Provide consultative HR support to managers and staff
- Assist with recruitment, hiring, and workforce planning initiatives
- Advise on classification, compensation, and position management matters
- Support employee relations, performance management, and workplace concerns
- Guide employees through benefits and employment related processes
- Partner with leadership to develop and implement organizational solutions
- Provide guidance to ensure adherence to applicable HR rules and regulations across processes
- Prepare recruitment announcements and support hiring managers throughout the recruitment cycle
- Conduct onboarding for new employees
- Maintain compliance with state and federal rules for HR processes across the employee lifecycle
- Suggest changes to HR forms and procedures to improve workflow
- Ensure supervisors follow established processes and assist with concerns
- Explain rules and regulations related to benefits and payroll to educate and counsel
- Provide education and resources on benefit options and serve as a primary benefits contact
- Verify and accurately enter data into multiple HRIS and related systems
- Participate on interview panels and guide the interview and hiring process
- Support employees and supervisors through the performance review process
- Serve as an initial point of contact for employee concerns and complaints
- Collaborate with WYDOT management on disciplinary needs
- Work with the HR Manager and Deputy HR Manager to prepare disciplinary actions
Requirements
- Bachelor's Degree, typically in Human Resources
- 0-2 years of progressive HR experience at the Associate II level
- 3-5 years of progressive HR experience at the Associate II level
- Knowledge of federal laws including ADA, EEOC, FMLA, FLSA, etc.
- Knowledge of State of Wyoming Personnel Rules and Executive Orders
- Understanding of human behavior and performance
- Knowledge of payroll processes and procedures
- Proficiency with Microsoft Office, including Excel and Word
- Strong grammar and English usage skills
- Strong interpersonal and communication skills
- Strong organizational and prioritization abilities
- Ability to review information carefully and maintain high accuracy
- Excellent oral and written communication skills
- Conflict management skills
