Job Description

This Senior Human Resources Analyst role is based onsite in Yuba City, CA, with a salary range of $73,521 - $98,109 per year. Responsibilities

  • Plan, direct, oversee, and lead the most complex and technical HR analytics within the district, covering recruitment and selection, job analysis and classification, compensation, training and development, benefits, workers’ compensation, leave administration, background investigations, and employee relations.
  • Develop and standardize procedures to improve efficiency and effectiveness of assigned programs and service delivery, identifying opportunities for ongoing improvement.
  • Develop and administer classification and compensation strategies, conduct job analyses, create and adjust classification specifications, and perform compensation studies with external comparators as needed.
  • Manage recruitment and selection activities for full time faculty, management, educational administrators, confidential and classified employees; coordinate vacancies with departments and guide the screening process and interview development; advise hiring managers throughout the process.
  • Liaise with actuarial and health benefits consultants, third party administrators, and other service providers; coordinate daily administration of employee and retiree benefits; assist employees and retirees with benefits questions; plan open enrollment activities.
  • Provide expertise in employee and labor relations; interpret HR policies, procedures, and collective bargaining agreements; review evaluations for consistency and advise management on disciplinary matters and ADA accommodations.
  • Facilitate the grievance process, participate in hearings, draft responses, and may represent management at arbitration; serve as a witness when needed.
  • Act as an active member of the district's bargaining team in labor contract negotiations; prepare labor relations documents and contract language; represent the district in meetings with bargaining units.
  • Coordinate the district ADA program, oversee the interactive process for accommodations, and work with supervisors to implement reasonable accommodations or alternatives.
  • Coordinate workers compensation transactions with TPAs and internal staff; report claims and maintain accurate documentation.
  • Lead or participate in special projects, investigations, task forces, and committees; conduct data analysis, research, and policy development; prepare reports and recommendations.
  • Process confidential HR information, maintain position control and salary data, and oversee related record-keeping practices.
  • Handle office administration duties, prepare agendas and minutes, respond to records requests, and participate in district task forces and committees as assigned.
  • Prepare and lead district-wide trainings, and provide guidance and training to less experienced staff as a lead where assigned.
  • Adhere to safety rules and regulations and perform other duties as assigned.

Requirements

  • Education: Equivalent to a bachelor’s degree from an accredited college or university with major coursework in human resources, public administration, business administration, or a related field.
  • Experience: Two (2) years of increasingly responsible experience performing duties equivalent to the District’s class of Human Resources Analyst.
  • Licenses and Certifications: Possession of a valid California Driver’s License, a satisfactory driving record, and a properly registered and insured vehicle, maintained throughout employment.
  • Knowledge: Principles and practices of leadership; providing functional direction and training; effective group work and teamwork; comprehensive HR functions including recruitment, classification, compensation, Title IX, benefits, workers compensation, leave management, ADA, and labor relations; applicable laws and codes including federal, state, local and the State Education Code; research methods; candidate sourcing for diverse roles; report development; investigations; ADA processes; reasonable accommodations; district policies; collective bargaining principles; reporting and compliance requirements; record-keeping; safety regulations; customer service; and modern office technology.
  • Abilities: Assist in developing and implementing goals, policies, and procedures; provide administrative and professional leadership for the HR department; work collaboratively within the department to meet deadlines; interpret and apply laws and district standards; represent the district in official meetings; evaluate operations and propose improvements; conduct complex HR research and prepare technical reports; maintain confidentiality of sensitive information; maintain accurate files; produce clear written communications; exercise tact and independent judgment; organize work, set priorities, and meet critical deadlines; communicate clearly, both orally and in writing; foster positive working relationships; and use computer systems and software relevant to the role.
