Job Description
The Talent Management Business Partner – Recruiter leads the recruitment function for Community Connections, Inc., guiding full life cycle hiring across the organization and shaping the recruitment strategy under the direction of the Senior Director of Talent Management. The role centers on building a strong candidate pipeline, partnering with hiring managers and external agencies, and delivering a positive candidate experience.
Compensation and Location
Location: Washington, DC (hybrid)
Salary: USD 70,000 - 90,000 per year
Responsibilities
- Collaborate with hiring managers to understand open roles, guide requisition creation and approval, and develop job descriptions and postings with managerial input
- Oversee relationships with recruiting platforms and external agencies
- Maintain requisition and recruiting files in line with CC policy and applicable regulations
- Post vacancies via the applicant tracking system or through other channels, including industry-specific sites
- Manage end-to-end recruitment for roles at all levels, including screening resumes, sourcing candidates, interviews, references, and offer negotiation
- Oversee the onboarding lifecycle, including background screening, E-Verify, HRIS enrollment, and orientation coordination
- Source candidates and build a recruiting network through job fairs, networking, social media, referrals, and other creative methods
- Represent Community Connections professionally to ensure a positive candidate experience
- Evaluate candidates for qualifications, interest, and alignment with CC culture and business needs
- Coordinate interview scheduling and design structured interview processes with appropriate questions and interview panels
- Foster strong relationships with hiring managers, provide recommendations on candidate selections, and monitor recruitment processes for efficiency and thoroughness
- Ensure accurate paperwork and timely submission to HR/Payroll for entry into relevant HRIS systems
- Maintain data integrity within HRIS systems, ensuring data quality and security
- Manage user accounts in HRIS, including creation, updates, and terminations with proper access controls
- Complete compliance reporting for new hires and quarterly reporting for applicable staff
- Oversee the employee lifecycle from offer acceptance to start date
- Administer onboarding tasks, including pre-employment screenings, I-9 compliance, HRIS setup, and program-specific document collection prior to start date
- Conduct written and verbal employment verifications
- Respond to internal and external HR inquiries, providing assistance based on request type
- Coordinate credentialing as part of recruitment and onboarding
- Verify professional licenses through third-party verification systems
- Handle employment-related inquiries from applicants, employees, and supervisors, routing complex matters to appropriate staff
- Submit monthly anniversary and birthday reports
- Build trust with employees and administrators, while safeguarding confidential information
- Collaborate with HR team members on various projects and initiatives and provide coverage as needed
Requirements
- Bachelor’s degree preferred or an equivalent combination of education and experience
- 4+ years of recruiting experience
- Ability to establish rapport and professional relationships inside and outside the organization to support recruitment efforts
- Experience with applicant tracking systems
- Experience with HRIS systems
- Proficiency in Microsoft Word, PowerPoint, and Excel
- PHR or SHRM-CP certification preferred
- Demonstrated ability to develop candidate sourcing and recruitment strategies
- Strong verbal and written communication skills
- Ability to manage a high volume of recruiting activity
- Experience collaborating with external recruiters, temp agencies, and internship programs
- Excellent interpersonal and communication skills for diverse audiences including candidates, management, staff, and senior leadership
