Job Description

The Town of Smithfield, Virginia is seeking an experienced human resources leader to oversee HR, risk management, and safety programs under the Town Manager. This role partners with the town’s leadership team to align people programs with municipal goals, delivering proactive, compliant people operations across departments.

Job Details

  • Location: Smithfield, VA (onsite)
  • Salary: USD 89,083 - 118,035 per year
  • Education: Bachelor’s Degree in human resource management, human/social science, or related field

Responsibilities

  • Advises the Town Manager and Leadership Team on human resources, risk management, and safety matters
  • Oversees recruitment and selection processes for the town
  • Executes new-hire orientations covering safety and risk management topics
  • Maintains personnel files and confidential/medical records
  • Updates job descriptions and the town’s pay/classification structure
  • Oversees performance management processes
  • Plans and administers employee benefits, including renewals and open enrollment; assists employees with benefits questions
  • Administers the workers’ compensation program
  • Processes property and liability claims
  • Develops and coordinates employee relations and safety training
  • Oversees the personnel manual, including policy development and revision, with recommendations to Town Council
  • Provides guidance on personnel policies to leadership
  • Interprets and ensures compliance with federal and state safety regulations
  • Oversees OSHA compliance
  • Ensures compliance with HR regulations including FMLA, FLSA, and EEO
  • Assists in preparing proposals, specifications, and contracts for personnel services
  • Acts as risk management coordinator, ensuring compliance with carrier guidelines
  • Oversees the Safety Committee
  • Manages the VRSA insurance policy
  • Handles special projects assigned by the Town Manager
  • Other duties as assigned

Requirements

  • Bachelor’s degree in human resource management, human/social science, or related field
  • PHR, SPHR, or IPMA-CP certification preferred, but not required
  • Extensive experience in human resources management as a generalist or in three or more specialized areas
  • Experience with OSHA safety standards and risk management principles preferred
  • Strong written and verbal communication skills required
  • Ability to establish and maintain professional working relationships with colleagues
  • Ability to work independently and under deadline pressure
  • Equivalent training, education, and/or experience acceptable
  • Background check and drug screen required
