Job Description

This role directs the human resources and payroll functions at a nursing and rehabilitation center, overseeing staffing, training, policy development, compliance, records, and employee relations.

Responsibilities

  • Direct the HR department in line with current federal, state, and local standards and regulations, and as directed by the Administrator, to ensure that qualified personnel are interviewed, trained, and employed.
  • Assist in planning and directing the HR function, including the development of policy manuals, employee job descriptions, and performance evaluations.
  • Develop and maintain written job descriptions and performance evaluations for each staff position in accordance with applicable laws.
  • Recommend staffing levels and personnel to be employed to the Administrator.
  • Review requests from department directors for new or replacement personnel, process approvals, and arrange interviews as required.
  • Assist in determining departmental staffing, evaluate employee performance, and advise the Administrator on wage adjustments, hiring, terminations, and transfers.
  • Screen applications and references and coordinate interviews with department directors as needed.
  • Maintain job applications and eligibility records for personnel able to work in the facility.
  • Protect confidentiality of all pertinent employee information in accordance with the Privacy Act and facility policies.
  • Verify right-to-work documentation and file the review within required time frames.
  • Consult with department directors on staffing needs, problem areas, and service improvements.
  • Prepare and maintain records and procedures for controlling personnel transactions and reporting data.
  • Develop, implement, and maintain an effective personnel filing system that meets the facility's needs and current employment practices.
  • Review fringe benefits programs and advise the Administrator on pensions, annuities, health and life insurance options.
  • Ensure compliance with federal and state wage, overtime, work hours, unemployment, and workers compensation regulations.
  • Ensure hiring and discharge procedures align with established policies and procedures.
  • Assist in developing personnel policies and review them at least annually with recommendations to the Administrator.
  • Interpret department policies and procedures to personnel, residents, and visitors as necessary.
  • Provide public information such as verified employment and wages in accordance with laws and guidelines.
  • Assume administrative authority for directing the personnel department.
  • Orient new personnel to the facility and explain personnel policies, payroll procedures, safety rules, and grievance procedures.
  • Keep department directors informed of changes in personnel matters.
  • Develop an Employee Health Services Program to monitor infectious diseases and exposures, coordinating with the Infection Control Coordinator.
  • Provide written and oral reports and recommendations to the Administrator concerning personnel needs and problem areas.
  • Complete administrative forms and reports and submit them to the Administrator as required.
  • Conduct employee background and reference checks in accordance with established procedures.
  • Maintain confidentiality of access credentials and promptly report any violations to the Administrator.
  • Assist in preparing daily information related to nursing staff numbers.
  • Perform other related duties as necessary to ensure compliance with laws, regulations, and guidelines.
  • Serve on committees as directed by the Administrator.
  • Assist in recruiting, selecting, and training competent personnel.
  • Hire personnel in accordance with established hiring practices.
  • Ensure the facility has qualified personnel available to provide care appropriate to residents' needs.
  • Arrange pre-employment tests, physicals, X-rays, HBV vaccinations, and related items as outlined in the HR policy manual.
  • Design personnel forms and maintain all personnel records.
  • Process newly hired personnel information and all status changes.
  • Escort new personnel to the assigned department director for instruction and training as required.
  • Assist in scheduling department work hours, vacations, holidays, and staff assignments as needed.
  • Monitor workers' compensation claims and coordinate with the insurance carrier.
  • Maintain attendance records and records of counseling, warnings, and other disciplinary actions.

Requirements

  • Maintain confidentiality of resident care information, including protected health information, in accordance with the Privacy Act.
  • Verify employee right-to-work documentation and file documentation within required timeframes.
  • Interpret and implement personnel policies and procedures for staff, residents, and visitors as needed.
  • Develop and maintain personnel records and filing systems in compliance with current employment practices.
  • Develop and execute an Employee Health Services Program in coordination with the Infection Control Coordinator.
  • Prepare and present written and oral reports and recommendations to the Administrator regarding personnel needs and problem areas.
  • Supervise and coordinate HR functions, including planning, training, recruitment, and staffing decisions.
  • Coordinate fringe benefits programs and provide recommendations to the Administrator.
  • Ability to move intermittently, cope with mental and emotional stress, and relate to ill, elderly, and emotionally upset individuals.
  • Ability to push, pull, move, and lift at least 25 pounds and carry weight for up to 25 feet.
  • Operate effectively within a team environment while maintaining flexibility, integrity, and sound judgment.
  • Access and utilize information systems for personnel transactions and reporting.
