Human Resources Administrator
Job Description
This on-site Human Resources Administrator role in Texarkana, TX focuses on recruiting, HR administration, benefits, employee records, policy development, and employee relations with emphasis on compliance and confidentiality.
Responsibilities
- Lead the recruiting process: assist with posting positions, collect resumes and applications, screen and interview candidates, administer pre-employment assessments, conduct background screenings, and support managers during interviews.
- Develop and maintain job descriptions as needed.
- Keep complete, accurate records, reports, and files for efficient and compliant personnel administration.
- Manage employee personnel files and protect confidential information.
- Conduct new-hire orientation.
- Assist employees with enrollment in various benefit plans, life events, loan payoffs, and contribution changes.
- Support beneficiaries with death benefits for deceased employees.
- Track monthly DOT re-certifications; follow up on required procedures and paperwork.
- Maintain records and reports related to the cooperative's drug and alcohol testing program.
- Contribute to policy and procedure development with the CEO and communicate changes to staff; review policies periodically for revisions.
- Provide guidance to employees and managers in resolving personnel issues.
- Counsel employees and conduct disciplinary meetings when needed.
- Investigate employee complaints and present recommendations to the CEO for resolution.
- Terminate personnel in accordance with approved policies, subject to CEO approval.
- Counsel management and staff on interpreting and applying HR policies and keep the CEO informed of significant issues.
- Recommend incentive programs to recognize exemplary service.
- Maintain confidentiality of all HR and benefit data.
- Perform other duties as assigned or directed.
Requirements
- Knowledge of laws and regulations related to pension plans, workers' compensation, and other employee-related items.
- Ability to interpret government regulations to ensure compliance with pension, OSHA, workers' compensation, and other benefits.
- Familiarity with report preparation guidelines for OSHA and workers' compensation.
- Proficiency with Excel, Word processing, PowerPoint, and database management tools.
- Strong organizational, prioritization, and multi-tasking abilities.
- Discretion and sound judgment when handling people and confidential information.
- Self-starter capable of developing ideas, proposing plans, and executing with minimal supervision.
- Excellent verbal and written communication skills; accurate data preparation and effective planning.
- Strong interpersonal skills with the ability to present ideas and motivate others toward organizational goals.
- Active listening skills.
- Expertise in human relations, personnel administration, organizational planning, wage and salary administration, and applying current techniques in these areas.
- Skill in conducting interviews to select qualified candidates for openings.
- Ability to understand and interpret the cooperative's personnel policies for staff.
- Capability to handle diverse tasks and meet deadlines.
- Comfort engaging with people and building trust among employees and retirees; capable of public speaking to groups when needed.
- Ability to perform under pressure while maintaining professional composure, tact, patience, and courtesy.
