Job Description

This onsite role in Clayton, MO pays USD 44 - 68 per hour and serves as a strategic HR partner to department leaders to shape countywide merit system initiatives and lead cross-department HR projects.

Responsibilities

  • Serve as the primary HR liaison to Department Directors and Deputy Directors, offering guidance on organizational design, workforce optimization, leadership development, and service model transformation; conducts site visits across St. Louis County.
  • Design and implement countywide merit system programs and policies, including workforce planning, succession frameworks, recruitment pipelines, and performance modernization strategies.
  • Lead complex, cross-departmental projects with clear milestones and measurable outcomes, such as classification and compensation reviews, HRIS upgrades, process improvements, and employee engagement initiatives.
  • Develop and lead change management strategies, facilitate leadership sessions, and support managers in driving organizational improvement and adoption of key initiatives.
  • Build strategic partnerships with community organizations, universities, workforce boards, and apprenticeship programs to create equitable, future-ready talent pipelines.
  • Provide expert guidance on employee relations, handle complex investigations, interpret contracts, and support proactive risk mitigation.
  • Coach and develop HR managers and staff; deliver training on analytics, performance practices, hiring strategies, coaching, and change leadership; monitor workforce trends to inform county planning.
  • Lead HR technology solution initiatives; collaborate with Procurement and IT to define requirements, select vendors, and ensure successful implementation and adoption.
  • Provide rapid-response HR strategy and support during emergencies or critical staffing events, coordinating across departments to maintain operations.
