Human Resources Generalist
Job Description
Join the City of La Porte team onsite in La Porte, TX as a Human Resources Generalist providing end-to-end HR support across assigned departments.
Responsibilities
- Act as the primary contact for HR questions, issues, and projects for assigned customer departments
- Support hiring and selection activities including job postings, candidate review, interview coordination, and guidance for selection decisions
- Obtain, verify, and manage required employee data for entry, and participate in employee orientation sessions
- Provide interpretation of policies and HR programs
- Provide time and attendance and payroll guidance
- File Workers Compensation claims and follow up as needed
- Support performance management and progressive discipline for employees and supervisors
- Assist with separation processes, including COBRA and TMRS
- Coordinate and communicate employee programs and events
- Cross-train and provide support to other HR team members to maintain service levels across HR specialties
- Contribute to additional HR projects, assignments, and processes as needed
Process Ownership and Subject Matter Expertise
- Serve as process owner and subject matter expert in assigned HR areas such as risk and safety programming, employee recognition, HRIS systems, or other areas as assigned
Requirements
- 3 years of experience in a human resources role
- Associate’s degree or higher in an applicable field
- Experience desired: municipal Human Resources
- Proficiency with Microsoft Office applications and human resources systems for employee data management and applicant tracking
- Strong English usage, grammar, spelling, and punctuation
- Knowledge of modern office methods, procedures, equipment, and business letter writing
- Understanding of Human Resources Division organization, procedures, and operating details
- Knowledge of HR principles, procedures, and best practices
- Familiarity with applicable laws, legal codes, court procedures, precedents, and government regulations, including agency rules and executive orders
- Ability to communicate clearly and concisely in writing and verbally
- Ability to work cooperatively with other departments, City officials, and outside agencies
- Ability to interpret and apply administrative and departmental policies and rules
- Ability to work independently without supervision
- Ability to compile and maintain complex records and prepare reports
- Analytical skills to evaluate situations and determine effective courses of action
- Ability to understand and carry out oral and written directions
- Ability to understand City and outside agency organization and operations to perform assigned responsibilities

Training and Experience
- Three (3) years of experience in a human resources role
- Associate’s degree or higher in an applicable field
- Municipal Human Resources experience strongly desired
Licenses and Certificates
- Professional certification is desired (HRCI, SHRM, PRIMA, etc.)
