Human Resources Manager
Job Description
In Banner Elk, Twin Oaks Landscape, Inc. is seeking a seasoned Human Resources Manager to lead people operations on site. The role merges HR leadership with payroll processing and DOT compliance to support field teams while upholding safety, legal, and organizational standards. This on-site position collaborates closely with crews and management to sustain efficient staffing and compliant transportation workflows.
Responsibilities
- Lead end-to-end recruitment for field and administrative roles, including laborers, drivers, and supervisors
- Direct onboarding, orientation, and training programs
- Maintain employee records and ensure adherence to labor laws
- Administer benefits programs such as health insurance, paid time off, and workers’ compensation
- Manage employee relations, resolve conflicts, and administer disciplinary actions
- Uphold OSHA safety standards and company workplace policies
- Develop and enforce company policies and procedures
- Support seasonal hiring and scalable workforce planning
- Process weekly or biweekly payroll for hourly and salaried staff
- Monitor and verify timekeeping, overtime, and job costing
- Ensure compliance with wage and hour laws and overtime requirements
- Maintain payroll systems and accurate records; handle taxes, deductions, garnishments, and benefit contributions
- Coordinate with accounting for labor cost tracking and reporting
- Resolve payroll discrepancies and respond to employee inquiries
- Ensure compliance with Department of Transportation (DOT) regulations
- Maintain Driver Qualification Files for all CDL and non-CDL drivers
- Monitor driver licenses, medical cards, and certifications
- Oversee drug and alcohol testing programs (pre-employment, random, post-accident)
- Track Hours of Service and ensure logbook and ELD compliance
- Coordinate vehicle inspections, maintenance records, and safety audits
- Manage DOT audits and inspections
- Provide driver safety and regulatory compliance training
- Maintain accident and incident records and reporting
Requirements
- 3–5+ years of experience in HR, payroll, or compliance; construction or landscaping experience preferred
- Knowledge of federal and state labor laws
- Experience with payroll systems
- Familiarity with DOT regulations and fleet compliance requirements
- Strong organizational and record-keeping skills
- Excellent communication and problem-solving abilities
