Job Description
Seasoned HR Manager sought to lead the HR department for civil construction, overseeing the full employee lifecycle, compliance, and staffing strategy on onsite projects.
Responsibilities
- Oversee full lifecycle recruitment for salaried professionals and skilled trades.
- Build pipelines via trade schools, union halls, and industry networks to mitigate seasonal gaps.
- Lead rapid mobilization hiring for newly awarded, large scale civil projects.
- Act as primary liaison for employee concerns, conduct fair investigations, and resolve conflicts promptly.
- Maintain visibility in the corporate office and active field sites to foster trust with field personnel.
- Ensure strict compliance with federal, state, and local labor laws, including DOL, EEOC, and FLSA.
- Collaborate with the Safety/HSE Director to align HR policies with OSHA standards, drug-free workplace programs, and workers' compensation processes.
- Manage Davis-Bacon Act and prevailing wage compliance tracking for government and public works contracts.
- Administer competitive benefits packages, including health insurance, 401(k) plans, and wellness programs for a diverse workforce.
- Perform market analysis to keep field wages competitive within the local construction market.
- Work with payroll to accurately track per diems, travel pay, and overtime.
- Lead onboarding with emphasis on company culture, safety awareness, and operational expectations.
- Implement performance evaluation systems that support retention and career progression.
- Identify and coordinate leadership development for field supervisors and foremen.
Requirements
- Experience: 5+ years in HR, with 2-3+ years in construction, engineering, or heavy industrial sectors.
- Education: Bachelor's degree in Human Resources, Business Administration, or related field; SHRM-CP, SHRM-SCP, or PHR certification is a strong plus.
- Industry Knowledge: Familiarity with prevailing wage (certified payroll), OSHA reporting, and managing a mobile, geographically dispersed workforce.
- Software Proficiency: Experience with HRIS platforms, ATS, and time-tracking/payroll software common in construction.
