Job Description
A single sentence of context: The Human Resources Manager will oversee full lifecycle HR across the United States and China, coordinating recruiting, payroll, compliance, training, and policy while connecting U.S. and China teams.
Responsibilities
- Lead end-to-end recruitment, from sourcing to screening, structured interviews, and extending offers.
- Oversee U.S. employment compliance across all active states with emphasis on California requirements (FEHA, wage and hour, pay transparency, mandatory leave and sick pay).
- Administer payroll, benefits, workers' comp, and HRIS; ensure accurate W-2 processing and proper worker classification (W-2 vs. 1099; exempt vs. non-exempt).
- Develop and maintain compensation structures and KPI/performance systems, including sales commissions and incentive plans.
- Design and operate the training and development program, including onboarding, role-based training, and ongoing employee development.
- Maintain the employee handbook, HR policies, and required documentation (I-9, W-4, offer letters, etc.).
- Act as the primary HR liaison between U.S.-based and China-based colleagues.
- Advise the founder on people decisions, organizational planning, and risk management.
Requirements
- 8+ years of progressive HR experience, including at least 3 years as an HR generalist or manager owning multiple HR functions.
- Full professional fluency in English and Mandarin Chinese, required for daily communication with U.S. and China teams.
- Strong knowledge of U.S. employment law and regulations, with hands-on California compliance experience.
- Proven experience in compensation design and KPI/performance management.
- Experience building training and learning and development programs from the ground up.
- Experience supporting a sales-driven organization, including sales compensation or commission plans.
- Bachelor's degree in Human Resources, Business, or a related field.
- Proficiency with payroll/HRIS platforms (examples: Gusto, Rippling, ADP, or similar).

Preferred Qualifications
- Education or significant work experience within the U.S. employment system.
- Experience working across Chinese and U.S. corporate and cross-cultural environments.
- Experience at an early-stage startup or small company, comfortable serving as the sole HR professional.
- Multi-state HR compliance experience, including state tax registrations, foreign qualifications, and state-specific benefits.
- HR certifications (SHRM-CP/SHRM-SCP or PHR/SPHR) are preferred.
- Experience with worker classification, employee handbook creation, and HR policy development from scratch.

Pay
USD 60,000 - 80,000 per year
