Human Resources Manager II
Job Description
Senior HR leadership designing and coordinating employee development, recruitment, onboarding, training, engagement, and related HR programs to align with agency goals.
Responsibilities
- Lead and coordinate the agency's recruitment efforts to ensure compliant and effective hiring practices.
- Monitor internal and external hiring trends and align staffing with objectives by sourcing top talent.
- Evaluate and recommend new candidate sources to enhance active recruiting.
- Assess recruitment plans and their implementation for effectiveness.
- Ensure completion of required South Carolina Human Affairs Commission reports.
- Organize and run onboarding programs, including orientation sessions that introduce new hires to culture, values, policies, and procedures.
- Ensure necessary documentation is completed and data is entered into systems.
- Facilitate introductions to staff members and other departments as needed.
- Maintain ongoing communication with new employees to provide support.
- Collect feedback from new employees about the onboarding experience.
- Evaluate onboarding for continuous improvement opportunities and enhance the experience to ensure support for new staff.
- Design, coordinate, and lead diverse training programs that address identified needs and align with organizational goals.
- Ensure training programs and records meet standards and compliance requirements.
- Assess the need and effectiveness of training through surveys, feedback, and metrics.
- Stay current with industry trends and best practices in training and development to enhance learning experiences.
- Utilize varied instructional techniques to accommodate different learning styles.
- Foster a culture of continuous learning within the organization.
- Create and implement initiatives to enhance employee engagement and collaborate with leadership to align strategies with goals.
- Organize team building activities, fundraising events, and community relations opportunities to strengthen collaboration.
- Communicate updates on organizational goals, achievements, and changes to foster involvement.
- Design and administer surveys, including employee engagement and exit surveys.
- Analyze data to identify trends and opportunities for improvement.
- Develop and manage employee appreciation and recognition initiatives to celebrate contributions.
- Foster a positive and inclusive culture aligned with organizational values.
- Serve as a backup for HR functions including data input and reporting related to payroll, benefits, time, leave, and records.
- Perform other duties and assist with special projects as needed.
Requirements
- Bachelor's degree.
- Minimum five years of progressive experience in human resources management programs.
- Knowledge of principles and practices of human resources management.
- Knowledge of HR policies and procedures and of agency policies and procedures.
- Knowledge of federal laws and state regulations affecting human resources management.
- Knowledge of management and organizational concepts.
- Ability to establish and maintain effective working relationships.
- Ability to analyze needs and resources and to communicate solutions effectively.
- Judgment and discretion in applying and interpreting policies and procedures.
- Ability to plan and manage projects.
- Ability to direct and advise staff members.
- Clear and effective verbal and written communication skills.
