Human Resources & Payroll Manager
Job Description
The role provides HR support and oversees payroll operations for Quintessential, operating on a hybrid schedule from Napa, California, and reporting to the Chief Financial Officer. The position offers a yearly salary in the range of USD 80,000 to 95,000.
Responsibilities
- Oversee the staffing lifecycle, including sourcing, interviewing, selecting, and onboarding new hires.
- Maintain up-to-date job descriptions and ensure compliance with local, state, and federal regulations.
- Create training materials and performance management programs to clarify roles and expectations.
- Develop tools to facilitate employee training and development.
- Investigate employee issues and conflicts and work toward timely resolutions.
- Ensure organization wide compliance with applicable laws and regulations.
- Utilize performance management tools to guide and provide feedback to employees.
- Apply HR policies consistently across the organization.
- Update, rewrite, and maintain the employee handbook and related policies.
- Maintain organization charts and the employee directory.
- Maintain anti-harassment and data privacy training protocols, updating as legally required.
- Maintain HR systems and processes to support operations.
- Build and sustain relationships with all employees.
- Demonstrate proficiency in common office software (Excel, Word, PowerPoint).
- Track and manage annual performance reviews.
- Monitor vacation liability balances and the time-off calendar.
- Educate managers on appropriate training techniques.
- Stay organized and efficiently plan and allocate business resources.
- Investigate and report anti-harassment filings, conducting interviews and resolutions as needed.
- Coordinate annual benefits open enrollment tasks.
- Collaborate with IT services on employee office property and equipment.
- Maintain a compensation strategy informed by market research and pay surveys.
- Partner with management to align HR goals with business initiatives.
- Analyze trends in compensation and benefits and maintain compensation plans.
- Design and implement employee retention strategies.
- Manage workers compensation coverage with the current provider.
- Ensure timely semi-monthly payroll processing and related activities.
- Maintain payroll systems and processes to support operations.
- Maintain employee insurance plans and related benefits administration.
- Prepare reports for monthly, quarterly, and annual payroll cost analysis.
- Monitor promotions, transfers, and terminations.
- Onboard employees across all systems, including Paycom, HRIS, health benefits portals, 401(k) platforms, and related tools.
- Manage Motus costs and onboarding for new hires.
- Maintain an employee compensation tracking file, including annual bonuses and current pay data.
- Oversee year-end payroll tasks such as benefit rollovers, 401(k) rollovers, accruals, and W-2 distributions.
- Create an annual payroll calendar for employees and finance payment dates.
- Manage HSA contributions to an external vendor.
- Administer the expense reimbursement module, reviewing and approving, and flagging issues for senior management.
- Oversee 401(k) management with external vendors, including enrollment, changes, and funding.
- Set up the company as a new employer in additional states as needed for UI and labor tax reporting, and facilitate TPA status for the payroll vendor.
Requirements
- Bachelor’s degree or an equivalent combination of education and experience.
- Three to five years of related experience in human resources and payroll processing roles.
- Valid state driver’s license and the ability to obtain and maintain auto liability insurance as required by state law.
- Paycom software experience preferred.
- Accounting and journal entry experience preferred.
- Proactive problem solver with strong organizational skills.
