Human Resources Payroll Manager
Job Description
This hybrid role in Van Nuys, California offers a salary range of $95,000 to $110,000 and a benefits-forward environment that prioritizes health, retirement savings, and work-life security. The position oversees HR administration, multi-state payroll, employee benefits, compliance, and related operations with a special focus on California labor law, all within a flexible remote/hybrid setting.

Responsibilities
- Administer employee benefits programs, including Open Enrollment, benefit changes, and employee support.
- Serve as the primary point of contact for employee HR questions and issues.
- Coordinate full-cycle recruiting: post openings, screen resumes, conduct initial interviews, coordinate interviews with management, prepare offer letters, and coordinate background checks.
- Maintain and update the employee handbook, policies, and HR procedures.
- Ensure compliance with federal, state, and local employment laws and regulations.
- Coordinate the employee performance evaluation process.
- Administer and support the 401(k) plan, including enrollments, changes, and audits.
- Administer Workers’ Compensation reporting and annual audit processes.
- Collaborate with legal counsel on employment matters as needed.
- Conduct salary surveys and assist with compensation analysis.
- Administer and process semi-monthly payroll using a payroll system such as Rippling or similar; manage payroll across multiple states.
- Ensure compliance with federal, state, and local payroll tax requirements; maintain payroll tax accounts and respond to notices.
- Ensure compliance with California wage and hour laws, including overtime, meal and rest break, final paycheck, and wage statement requirements; reconcile payroll-related benefits and deductions.
- Coordinate 401(k) payroll contributions and reporting; prepare payroll reports and provide accounting support as needed.
- Partner with Finance during month-end close to support payroll accruals and journal entries.
- Serve as liaison with external IT providers and manage internal technology needs.
- Administer employee access credentials, ID badges, and facility access systems.
- Coordinate company events and employee functions; support onboarding and staffing operational needs.
Requirements
- Minimum 5 years of experience in human resources and payroll administration.
- Demonstrated experience processing multi-state payroll.
- Strong knowledge of California labor law and payroll compliance requirements.
- Experience administering payroll systems, with Rippling preferred.
- Experience administering employee benefits and 401(k) plans.
- Experience managing HR compliance, policies, and employee relations.
- Strong organizational skills and meticulous attention to detail.
- Ability to handle confidential information with discretion.
- Ability to work independently and manage multiple priorities.
