Human Resources/Risk Management Analyst
Job Description
The City of Rialto is seeking a on-site Human Resources and Risk Management Analyst to plan and implement programs across recruitment, training, benefits, compliance, and safety. The role provides analysis, policy development, and guidance to departments while coordinating with vendors and management. This position is based in Rialto, California, with a monthly salary range of USD 6,461 to 8,661.
Responsibilities
- Support the rollout of comprehensive human resources programs spanning recruitment, classification and compensation, benefits, organizational development and training, labor relations, and risk management.
- Research, analyze data, and generate written and statistical reports on HR, operational, and policy matters; evaluate options, propose recommendations, and assist with implementation.
- Advise operating departments on HR issues; interpret practices, policies, and procedures in light of applicable laws and regulations.
- Update policies, procedures, and handbooks; coordinate training on HR topics and develop and present training content to inter or intradepartmental audiences.
- Provide complex staff support to management; participate in committees and boards; prepare and present staff reports and related correspondence as needed.
- Prepare and manage requests for proposals for HR consulting services; draft communications and reports; evaluate vendor proposals and participate in vendor selection; process contracts for Council approval and administration.
- Monitor state and federal employment law changes; recommend policy updates to maintain compliance with evolving regulations.
- Plan, develop, coordinate, and facilitate citywide training programs; conduct needs assessments; design curricula; deliver training and evaluate effectiveness with revised programs as needed.
- Conduct targeted training interventions; identify development needs with management; facilitate team-building, problem-solving sessions, and feedback discussions.
- Coordinate training events including content, speakers, logistics, and AV needs; review and approve related invoices and credits when appropriate.
- Publicize training courses and seminars; produce promotional materials such as catalogs and flyers.
- Coordinate benefits programs including medical, dental, vision, life, disability, leaves, and retirement plans; reconcile billing with vendors and assess program effectiveness; update plan documents for compliance.
- Administer deferred compensation plans; oversee the deferred compensation committee and collaborate with plan administrators; promote participation and prepare marketing materials; counsel employees on retirement options.
- Plan open enrollment and communicate benefits details; prepare descriptions and notices in compliance with regulations; counsel employees on coverage, eligibility, and claims procedures.
- Coordinate the annual health and benefits fair; engage carriers and vendors; arrange logistics and communications for the event.
- Conduct new employee orientations and facilitate exit interviews.
- Design recruitment and selection materials and examinations; screen applications; evaluate written, oral, and performance tests; coordinate with management throughout the process; extend job offers.
- Develop test administration criteria; validate tests; conduct selection testing and interviews; develop and run assessment centers.
- Engage in employment outreach; represent the City at job fairs; develop innovative recruitment marketing approaches; respond to inquiries about opportunities.
- Screen new hires for reference checks, criminal history, pre-employment testing, and insurability for operating City vehicles; recommend hires in compliance with the Americans with Disabilities Act; process accommodation requests as needed.
- Respond to surveys on benefits and operations; assess changes to MOUs affecting benefits and HR procedures.
- Assist departments with loss prevention programs; conduct work site inspections and review procedures for safety compliance; report unsafe conditions and coordinate corrective actions; oversee the drug testing program.
- Monitor workers' compensation cases and coordinate return-to-work, permanent disability determinations, and staffing needs; liaise with physicians for restrictions and fitness-for-duty evaluations.
- Maintain records of contractor certificates of insurance for compliance with City requirements.
- Assist with insurance applications and renewals; monitor loss runs and analyze data to inform risk management decisions.
- Coordinate with third-party administrators to expedite claim processing; conduct on-site visits and prepare diagrams or reports as needed.
- Track safety initiatives and OSHA recordkeeping; manage DMV pull notices and related safety programs.
- Attend meetings and conferences; lead discussions on risk management activities; maintain records for the City-wide safety committee, including agendas and minutes.
- May participate in budget development and monitoring; oversee expenditures and program revenues where applicable.
- Coordinate activities with other departments, external agencies, and service providers; supervise technical and clerical staff involved in personnel functions.
- Respond to public inquiries professionally; provide information within the area of assignment and resolve complaints promptly.
- Participate in professional group meetings; stay informed of trends in public sector HR and apply relevant developments to programs.
- Provide professional staff assistance to the Director of Human Resources and Risk Management and other management staff; perform related duties as required.
