Human Resources Specialist
Job Description
Waushara County seeks a proactive, onsite Human Resources Specialist in Wautoma, WI to manage recruitment, onboarding, employee relations, benefits administration, and HR process execution to support workforce planning and workplace culture.
Responsibilities
- Lead recruitment activities across all County departments.
- Create timely job postings and use social media and other channels to attract candidates countywide.
- Oversee end-to-end recruitment, including evaluating job descriptions, aligning compensation, conducting interviews, ensuring civil rights compliance, performing background checks, and coordinating testing.
- Provide orientation and onboarding for new employees, covering policy overview, timekeeping, benefits overview, and safety compliance.
- Enroll new hires in payroll and HR systems.
- Maintain employment records and ensure regulatory compliance.
- Coordinate annual safety training and verify ongoing compliance.
- Support employee communications and organize organization-wide events.
- Assist with benefits administration, schedule provider representatives, and help employees with eligibility and enrollment questions.
- Administer leave and disability benefit programs by coordinating with employees and vendors, ensuring compliance, maintaining records, and communicating promptly.
- Serve as backup to the Payroll and Benefits Coordinator.
- Perform other duties as assigned.
Requirements
- Bachelor’s degree preferred in Human Resource Management, public or personnel administration, business, or a related field.
- Three to five years of experience in a human resources office setting.
- Experience with a variety of software programs, social media platforms, and computers.
- Knowledge of state and federal wage and benefits laws.
- Familiarity with keyboarding, word processing, spreadsheets, human resources concepts, insurance matters, civil rights compliance, and State Statutes.
- Ability to manage administrative detail accurately and efficiently, interact with department heads and the public, and earn trust in the department.
- Strong time management, organizational skills, clear communication, and a commitment to confidentiality.
- Ability to handle all County recruitment and personnel matters confidentially.
- Willingness to collaborate with all departments requesting recruitment assistance.
- Regular and predictable attendance.
- Ability to promote harmonious working relationships with colleagues, outside agencies, and other County Departments.
- Capability to perform duties and follow policies and procedures without direct supervision.
- Normal office conditions with a primarily sedentary role, VDT screen exposure, some standing, bending, minimal lifting, and repetitive computer motion.
- Effective communication with the public and employees.
Education, Training and Experience
- Bachelor’s degree preferred with focus in Human Resource Management, public or personnel administration, business, or a related field.
- Three to five years’ experience in a human resources office setting.
- Experience with a variety of software programs, social media, and computers.
Knowledge, Ability and Skills
- Knowledge of state and federal laws governing wages and benefits.
- Knowledge of keyboarding and word processing, spreadsheets, human resources, insurance, civil rights compliance, and State Statutes.
