Responsibilities
- Perform job analyses in collaboration with hiring managers to define position requirements, craft assessment criteria, and support recruitment activities.
- Advise managers and staff on federal staffing procedures, qualification standards, hiring authorities, and available recruitment options.
- Assemble recruitment packages and coordinate staffing actions to ensure timely filling of vacancies across the organization.
- Review and process personnel actions, including pay setting and related transactions, ensuring compliance with applicable laws, regulations, and policies.
- Research and interpret federal personnel regulations, maintain staffing records, and use HR information systems to support processing and reporting.
Requirements
- Must be a U.S. citizen eligible for federal consideration.
- Must meet specialized experience requirements to qualify.

Knowledge, Skills and Abilities (KSAs)
- Recruitment and Placement: understanding of HR concepts to attract, identify, and place candidates to meet evolving needs.
- Human Resources Management: knowledge of federal laws, regulations, policies, and procedures governing staffing, classification, pay, benefits, employee relations, and performance management.
- Ability to Interpret and Apply HR Regulations: independently research, interpret, and apply federal guidance to complex personnel actions.
- Database Management Systems: familiarity with database software to manage data storage, retrieval, security, and integrity.
- Oral Communication: effectively convey information to individuals or groups, deliver clear presentations, and respond to questions and cues appropriately.
