Human Resources Specialist - Talent Management
Job Description
Olmsted County offers an HR career focused on talent management, with a compensation range of $72,009 to $120,286 per year and a schedule that supports work in a Minnesota onsite environment. This role combines advanced HR technical expertise with subject matter responsibilities across recruiting, compensation, performance evaluation administration, and talent management training.
You will help strengthen a diverse, respectful, and inclusive workplace while overseeing ongoing HR processes and systems within your functional area. You will also serve as a team leader for HR Generalists, including training and reviewing of work, and support continuous improvement through process and procedure recommendations.
What you’ll do
- Administer Olmsted County’s hiring process, including the online hiring flow and applicant tracking system.
- Partner with departments to develop recruitment strategies.
- Review applications, evaluate applicant skills, conduct background checks, and make recommendations related to applicant qualifications.
- Coordinate new employee orientation.
- Process staffing changes and administer the performance evaluation process for County employees.
- Conduct compensation studies, make salary recommendations, and help maintain compensation plans.
- Develop and maintain job descriptions and make position classification recommendations.
- Lead talent management presentations and training, and support talent management initiatives through research and special projects.
- Interpret and explain County policies, answer questions, and provide guidance on talent management processes.
- Oversee and implement ongoing HR functions, processes, and systems within the assigned functional area, including developing new procedures to drive efficiency.
- Act as a team leader for HR Generalists by training and reviewing of work.
- Support eligible employees and stakeholders in creating clear, consistent approaches across HR.
- Perform other duties as assigned.
What you’ll bring
- Regular and reliable attendance is required.
- Valid driver’s license and freedom from major traffic violations for the last three (3) years, if required to use County vehicles/equipment.
- Bachelor’s degree from an accredited college or university in human resources or a related field, plus one (1) year of experience in a similar position as listed in the work functions.
- OR an equivalent combination of education and experience totaling five (5) years in a similar position as listed in the work functions.
Compensation and schedule
This role is based in Rochester, MN and not remote eligible at this time. Applicants must be currently authorized to work in the United States, and Olmsted County does not sponsor applicants for this position.
The expected starting salary range is $34.62 to $46.23 and the full salary range is $34.62 to $57.83.
