Payroll & Human Resource Specialist
Job Description
At Coffman Excavation, this on-site Payroll & HR Specialist role sits at the intersection of payroll administration and people operations within a busy construction setting in Oregon City. The position covers payroll for both union and non-union crews, benefits management, and HR tasks, helping keep payroll accuracy, compliance, and workforce programs aligned with project needs across multiple states.
Responsibilities
- Manage weekly payroll for approximately 30 non-union employees, handling tax remittances and garnishments.
- Process and assist with weekly payroll for roughly 200 union employees across multiple states, including tax payments and garnishments.
- Support the management and reporting of certified payroll requirements.
- Maintain accurate vacation and sick leave accruals and ensure timely updates.
- Prepare quarterly and annual payroll tax filings to various agencies.
- Assist in compiling monthly union reports to Operators and Laborers Unions in different states.
- Support all new-hire dispatching requests and set up new employees in the payroll system.
- Coordinate and manage annual audits for unions and workers’ compensation programs.
- Assist with market recovery calculations for unions when applicable.
- Process monthly workers’ compensation entries and allocate costs to OCIP (Owner-Contractor Insurance Program) policies.
- Reconcile payroll accruals to the general ledger.
- Serve as a member of Coffman’s HR Team, handling benefits, disciplinary documentation, workers’ compensation claims, light-duty assignments, and layoffs.
Requirements
- Experience in the construction industry.
- In-house payroll processing for both union and non-union staff.
- Five or more years of relevant experience preferred.
- Accurate data entry skills.
- Solid knowledge of payroll tax reporting and applicable laws.
- Experience administering company benefits and a strong understanding of employee handbooks.
- Effective verbal and written communication abilities.
- Experience with Viewpoint Construction Accounting Software is a plus.

Schedule
- Monday through Friday: 8:00 am to 5:00 pm
Salary
Annual salary range of $80,000 to $100,000, dependent on experience and qualifications.
