Job Description

Dallas County in Dallas, TX (onsite) is seeking an entry-level Program Analyst I to support HR program administration under supervision.

Responsibilities

  • Execute entry-level HR tasks across assigned areas including recruiting and employment, compensation and benefits, workers' compensation and safety, employee relations and staff development, payroll and time and attendance; respond to routine questions and resolve routine issues.
  • Prepare or assist with basic training programs in large departments, assemble training materials and documents, schedule core HR classes and seminars, and set up training rooms.
  • Assist with data collection and analysis and participate in special projects or studies related to salary administration (surveys), benefits, staff development, workers' compensation, turnover, and other HR analyses.
  • Support new employee orientation, civil service hearings, unemployment compensation, employee insurance programs, and policy updates, including explaining basic HR policies and procedures.
  • Maintain databases and electronic statistics on work products and employee information; assist in preparing required reports.
  • Perform additional duties as assigned.

Requirements

  • Bachelor's degree from an accredited college or university in Business Administration, Human Resources or related field, or equivalent HR experience.
  • Proficient with standard software applications.
  • Effective verbal and written communication skills.
  • Ability to establish and maintain effective working relationships with employees, departments and the general public.
  • Ability to gather, organize, and assist in analyzing narrative and statistical data.
  • Ability to learn, interpret, and apply procedures, rules, and laws.
  • Basic knowledge of the principles of human resource management practices.
  • Knowledge of state and federal laws pertaining to fair employment practices.
  • Understanding of equal employment opportunity principles.
  • Demonstrates a high level of confidentiality.

Physical/Environmental Requirements

  • Standard office environment.
