Job Description

The Apprenticeship Recruiter and Outreach Specialist at WECA promotes apprenticeship programs and raises awareness through partnerships with schools, civic groups, minority resource centers, and other community organizations. The role oversees the apprenticeship application process, supports EEOC compliance and diversity initiatives, and requires travel across California, Arizona, and Utah.

Responsibilities

  • Designs, executes, and assesses recruitment and selection processes and practices.
  • Evaluates the effectiveness of recruitment strategies and procedures.
  • Oversees the full recruitment intake workflow to ensure policy and procedure compliance.
  • Produces reports measuring recruitment effectiveness.
  • Provides prospective students with information on program minimum requirements and benefits through in-person visits, calls, emails, and direct mail.
  • Collaborates with Membership and Marketing to source and develop strategies for hard-to-recruit regions.
  • Owns the integrity and management of WECA's EEOC Compliance Plan for apprenticeship programs, including engagement with women's organizations, minority groups, and veterans groups; documents efforts, prepares reports for WECA and government agencies, and responds to audits.
  • Collaborates across the organization and with external partners such as BIA, Job Corps, and schools.
  • Recruits qualified applicants for WECA's Apprenticeship and Training Programs in compliance with state and federal regulations and company policies, upholding high ethical standards.
  • Facilitates testing and interviewing activities for all apprenticeship programs and follows up with interviewees and applicants.
  • Contributes to handbook, standards, and policy updates through collaboration.
  • Provides guidance, assistance, and training to interview participants and others on all aspects of the recruitment and selection process.
  • Develops and revises recruitment procedures and interview instructions.
  • Serves as a resource and delivers training on the application and interview process.
  • Collaborates with contractors and other agencies on workforce and recruitment matters.
  • Contacts and meets with job counselors to explain program benefits.
  • Participates in job fairs, outreach events, and other activities to describe programs to prospective students and contractor members.
  • Creates and maintains a comprehensive project plan that includes recruiting events.
  • Develops and maintains relationships with groups such as VA, EDD, BIA, NAWIC, and similar partners.
  • Produces reports on the success of various promotions as requested.
  • Works with contractors to develop strategies addressing short and long-term workforce needs.
  • Understands apprenticeship rules, regulations, and standards for all programs.
  • Drafts correspondence as necessary.
  • Partners with staff on apprenticeship needs and preventive disciplinary measures.
  • Supports the Operations team and assists with projects and customer service as required.
  • Responds to client needs and inquiries promptly, typically within 24 business hours.

Requirements

  • Excellent communication and interpersonal skills, with the ability to conduct needs assessments and contribute to candidate selection decisions in group or one-on-one settings.
  • Ability to lead or participate as part of a team and collaborate with other departments.
  • Strong listening skills and the ability to respond positively to stakeholder requests.
  • Adaptability to changing assignments and multiple priorities.
  • Capability to manage multiple tasks and meet deadlines.
  • Ability to project a professional and positive image for the association.
  • Proficiency in conducting complex analyses and making recommendations.
  • Competence with Microsoft Office (Word, Excel, Outlook, Publisher) and standard office equipment.
  • Willingness to work evenings and weekends as recruitment requires.
  • Travel across California, Arizona, and Utah, approximately 75% of the time.
  • Valid driver's license and standard automobile insurability; travel expenses are reimbursed.
  • Prior experience or knowledge of the electrical field is a plus.
  • Knowledge of recruitment, screening, interviewing, and referral processes, and familiarity with employment law is a plus.

Compensation

Hourly rate: $30.00 – $33.00 per hour. Employment type: Full-time.

Location

Hybrid remote work arrangement based in Mather, California, 95655. Travel across California, Arizona, and Utah is required up to 75% of the time.
