Job Description
The Town of Old Orchard Beach seeks a strategic leader to direct human resources operations and public communications for the municipality.
Compensation
Salary: USD 44 - 57 per hour
Responsibilities
- Lead the full spectrum of HR operations, from talent acquisition and onboarding to employee development and performance management.
- Administer benefits and coordinate with external partners, overseeing the Town's FMLA program and workers' compensation claims.
- Collaborate with the leadership team to design, implement, and assess the HR management strategy aligned with Town goals.
- Ensure robust performance management processes and provide training, coaching, and guidance to department heads on performance matters.
- Mitigate legal risk through proactive training, conflict management systems, and thorough investigations of harassment, discrimination, or unfair practices.
- Maintain compliance with state and federal employment laws and keep accurate HR records, including employee files.
- Oversee position classification, compensation programs, and the development of HR policies.
- Plan and manage the HR department operating budget.
- Foster a positive, inclusive, and productive workplace culture.
- Create and execute communication plans to inform and engage residents, property owners, staff, and the public.
- Oversee all communication channels, including the Town website, social media, email, printed materials, and media relations.
- Guide branding, marketing, and public information efforts to ensure messaging is consistent, clear, and accessible.
- Collaborate with departments to support communications needs and promote Town programs and services.
Requirements
- A bachelor’s degree in Human Resources, Public Administration, Communications, or a related field is required.
- Seven to ten years of progressively responsible HR experience, including at least five years in a leadership or management role.
- Experience in municipal government or the public sector is preferred.
- Experience in communications, public relations, or marketing is highly desirable.

Reports directly to the Town Manager and exercises independent judgment based on professional knowledge, policies and procedures.
