Human Resources Analyst I/II (Labor & Employee Relations)
Job Description
The City of Fremont is recruiting for a Human Resources Analyst I/II (Labor and Employee Relations) position to provide professional HR support with a focus on performance management, workplace investigations, employee relations, and organizational development. This role advises managers and supervisors on sensitive personnel matters and supports the development and implementation of an organization-wide training plan focused on legal compliance and leadership development.
Role Focus
- Provide analytical and administrative HR support across labor and employee relations, including performance management and organizational development.
- Advise employees, supervisors, and department heads on employment-related matters.
- Assist with legal compliance and leadership development through training planning and policy support.
Key Responsibilities
- Perform job analyses, including desk audits and organizational reviews, and develop or revise class specifications.
- Conduct classification and compensation analyses, including salary and benefit surveys, and make recommendations.
- Counsel and advise employees and management on promotion, classification, compensation, and related employment topics.
- Provide administrative support and assist with interpreting and applying HR rules, policies, legislation, and MOUs.
- Prepare written materials including reports, memos, letters, and policies.
- Analyze information and prepare reclassification requests.
- Conduct analytical research and prepare projections and assumptions.
- Oversee day-to-day functions of City payroll and benefit programs.
- Implement changes to operational procedures to improve efficiency or to implement changes in regulations, laws, and policies.
- Prepare analysis and reports supporting labor relations, finance, and other administrative functions.
- Oversee creation and distribution of payroll checks to employees.
- Respond to inquiries on compensation issues, including benefits, taxes, and leaves.
- Maintain confidentiality when handling benefits, payroll information, and sensitive personnel matters.
- Oversee staff work to ensure accuracy of benefits and payroll processes.
- Periodically review and revise Administrative Regulations and department policies.
- Prepare PowerPoint presentations and maintain accurate City organization charts.
- Participate in labor relations negotiations as a note taker and provide analysis of proposals presented in bargaining unit negotiations.
- Perform recruitment and selection duties, including development of outreach, examination, and interview materials.
- Complete other duties as assigned.
Knowledge and Skills
- Knowledge of public personnel administration principles and practices.
- Methods and techniques for classification, compensation, and benefits analysis.
- Applicable state and federal employment laws and regulations.
- Principles and techniques of public sector recruitment and selection.
- Skill in preparing clear, concise written analysis, proposals, reports, and other materials.
- Ability to maintain accurate records and meet critical deadlines.
- Ability to research and analyze complex problems and evaluate data in statistical or narrative form while exercising sound judgment within established guidelines.
- Ability to coordinate tasks, elicit cooperation, and build effective working relationships with diverse individuals and groups.
- Ability to use Microsoft Word, Excel, PowerPoint, and Visio.
Additional Requirements for Journey-Level
- Knowledge of the Meyers-Milias-Brown Act.
- Knowledge of the California Public Employees’ Retirement System.
- Knowledge of Workers’ Compensation law.
- Knowledge of the Family and Medical Leave Act.
- Knowledge of the Fair Labor Standards Act.
Education and Experience
- Any combination of education and/or experience that provides the required knowledge, skills, and abilities for satisfactory job performance would be qualifying.
- Human Resources Analyst II: Bachelor’s degree from an accredited college or university with major coursework in human resources management, public or business administration, industrial relations, or a closely related field, plus at least two (2) years of experience performing duties comparable to Human Resources Analyst I.
- Experience related to the human resources function may substitute for college education on a year-for-year basis.
- Experience in a public agency setting is desirable.
- Must be willing to work hours necessary to accomplish job requirements.
- Ability to travel independently within and outside City limits.
- Valid California Class C driver’s license required; failure to maintain the license may result in discipline up to and including termination.
