Job Description

Hoyleton Youth and Family Services is seeking an on-site Human Resources Generalist to provide comprehensive HR support across its network of agency locations. The role concentrates on employee relations, recruitment, onboarding, compliance, policy administration, and day-to-day HR operations at the Residential Campus in Hoyleton, Illinois, with an hourly wage range of $22 to $28. Ideal candidates typically bring at least three years of HR experience, and a bachelor’s degree is preferred.

Responsibilities

  • Deliver HR support across designated agency sites, acting as the primary resource for routine employee questions, HR processes, policies, and procedures.
  • Under the guidance of HR leadership, assist with employee relations activities, including intake, documentation, coaching, coordinating corrective actions, investigations, and collaboration with HR leaders.
  • Under supervision or in partnership with HR leadership, coordinate workers’ compensation, unemployment paperwork, compliance tracking, and other employment-related processes.
  • Monitor compliance requirements, deadlines, and HR documentation to ensure regulatory and agency standards are met.
  • Manage recruitment for assigned roles, including posting jobs, screening applicants, coordinating interviews, communicating with candidates, conducting reference checks, and handling pre-employment requirements.
  • Collaborate with hiring managers to determine staffing needs, arrange interviews, support hiring decisions, and facilitate internal transfers and offers.
  • Coordinate onboarding activities, New Employee Orientation, and employment status changes to support a smooth onboarding experience.
  • Maintain HRIS and ATS systems, employee records, and recruiting documentation, ensuring data integrity and proper record retention.
  • Support annual HR initiatives such as performance evaluations, employee acknowledgments, benefits open enrollment, and workforce reporting.
  • Participate in employee engagement efforts, recognition programs, recruitment outreach, job fairs, and agency events.
  • Travel between agency locations and represent the HR function in support of agency operations.
  • Perform additional duties as assigned to support residential campus operations, agency locations, HR initiatives, and organizational objectives.

Requirements

  • Working knowledge of HR practices, including onboarding, employee relations support, recruitment, and compliance processes.
  • Strong organizational and time-management skills with the ability to manage multiple requisitions, maintain accurate documentation, and follow through on tasks.
  • Ability to work independently, manage multiple priorities, and exercise sound judgment when handling confidential and sensitive information.
  • Strong communication, interpersonal, and organizational skills with the ability to build effective working relationships with candidates, employees, managers, and community partners.
  • Ability to collaborate effectively with HR leadership and cross-functional teams.
  • Experience utilizing HRIS systems and Microsoft Office applications, including reporting and data tracking functions (Paylocity or similar HRIS preferred).
  • Ability to support HR reporting, compliance tracking, and administrative process coordination.
  • Demonstrated experience developing sourcing strategies, candidate pipelines, and community outreach efforts to support workforce needs.
  • Bachelor’s degree preferred; minimum of 3 years of relevant HR experience required.
  • DCFS/CANTS Clearance Requirements.
  • Must be at least 21 years of age.
  • Must possess and maintain a valid driver’s license and maintain proof of automobile insurance.

Care & TCI

  • Pass the written test annually

Working Conditions

This position operates in a professional office environment across multiple agency locations, with travel between campuses and other sites for hiring events, outreach, or organizational needs.

This role may require occasional lifting up to 30 pounds, walking or standing for events, and exposure to varying environments based on recruitment needs.
