This on-site leadership role oversees human resources operations for the Office of the State Engineer / Interstate Stream Commission in Santa Fe.

Direct two HR Generalist III positions, providing mentorship, strategic guidance on complex HR matters, staff development, and performance evaluations to ensure timely completion of tasks and adherence to directives, including disciplinary actions when necessary.
Offer comprehensive guidance to staff and management on compensation, classification actions, and personnel programs while ensuring compliance with applicable state and federal laws and agency policies.
Lead the administration of the SHARE recruitment process from candidate screening through onboarding, including qualification validation, ranking, assisting with compensation decisions, preparing offers, closing candidate lists, and conducting new-hire orientations; collaborate with the HR Director on innovative recruitment approaches.
Oversee leave management, processing FMLA, leave donations, disability, paid parental leave, leave without pay, workers' compensation, and ADA matters in alignment with federal laws, SPB rules, and OSE/ISC policies.
Collaborate with the HR Director to resolve complex personnel issues, manage disciplinary processes up to termination, handle disputes, support performance development plans, and assist with investigations and internal training as needed.
Provide guidance and oversight on organizational development, participate in strategic planning, shape department structure, and support critical department-wide decisions.
Perform additional duties as assigned.

Bachelor's degree in a related field plus seven (7) years of experience in training, staff development, course design, instructional materials, human resources operations, recruitment and selection, payroll, compensation, and benefits administration and/or occupational analysis.
Two (2) years of supervisory experience relevant to the essential duties and responsibilities of this classification.
An equivalent combination of education from an accredited college or university in a related field and/or direct experience totaling eleven (11) years, including two (2) years of supervisory experience, may substitute for the stated education and experience.

Interviews are anticipated to be conducted within two weeks of the posting closing date.
Location: Santa Fe, NM onsite.
Salary: USD 36 - 54 per hour.

Must possess and maintain a valid Driver's License.
Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or complete the certification within six (6) months of date of hire as a condition of continued employment.

Office setting with extensive computer and phone usage; long periods of sitting and frequent in-person, phone, and email interactions with agency staff.
Occasional high-stress periods to meet deadlines; requires effective daily communication to provide guidance.
Physical requirements include moving and lifting up to 25 pounds; some sitting, standing, bending, and reaching may be needed.
Occasional travel to district offices, potentially including overnight stays.
