Human Resources / Payroll Specialist
Job Description
The City of Schulenburg offers a robust benefits package and a stable public service environment. This onsite position provides a salary of $50,000 per year and the opportunity to manage payroll, HR records, benefits administration, and employee relations at City Hall.
The role is based in Schulenburg, TX, and requires hands-on work at City Hall to support a wide range of human resources and payroll activities.

Responsibilities
- Process payroll for bi-weekly and semi-monthly cycles
- Maintain personnel files, track leaves, and manage employee certifications
- Coordinate hiring, onboarding, and termination processes
- Support employee benefits enrollments and act as liaison with providers
- Assist the City Administrator in drafting and maintaining personnel policies
- Ensure compliance with local, state, and federal employment laws
- Assist in handling employee grievances and support conflict resolution efforts
- Coordinate and track employee training and professional development
- File HR related reports monthly and quarterly
- Organize and process monthly employee benefits premiums
- Occasionally answer phones and provide front desk customer service
- Perform other related duties as assigned
Requirements
- Bachelor’s Degree in Human Resources Management or related field, and/or at least five years of experience in human resources management, or an equivalent combination of education and training that provides the knowledge, skills, and abilities to perform the listed duties
- Experience with ERP Pro (Incode) 9 or 10 is preferred
- FLSA status: Non-exempt
- Knowledge of: Human resources laws and practices
- Knowledge of: Payroll laws and practices
- Knowledge of: Records retention for personnel files
- Knowledge of: Human resources office practices
- Skill and ability: Communicate effectively, both orally and in writing
- Skill and ability: Establish effective working relationships with co-workers
- Skill and ability: Write clear, accurate, and timely documentation
- Skill and ability: Exercise sound judgment in interpretations and decisions; able to establish and maintain relationships with peers, clients, citizens, and vendors
- Physical requirements: Lift and maneuver up to 25 lbs, bend and reach, look at a computer screen for extended periods, sit for extended periods, and stand for extended periods
- Pay: $50,000 per year
