Job Description
Senior Human Resources Analyst with the City of Corona in Corona, CA (onsite); salary range USD 8,702 - 10,577 per month.
Responsibilities
- Research and analyze HR policies, programs, and practices; propose improvements and ensure compliance with laws and regulations.
- Design, implement, and evaluate HR programs in recruitment, classification and compensation, benefits, employee and labor relations, and training.
- Prepare and present reports, agenda items, and other HR documentation; maintain accurate records of HR activities.
- Support the selection and onboarding of assigned staff; evaluate performance; establish performance requirements and development targets with senior management approval.
- Contribute to the development and implementation of goals, objectives, policies, and procedures for assigned HR programs.
- Assist in developing and administering the department budget; monitor expenditures and ensure efficient resource use.
- Provide technical assistance and guidance to departments regarding HR policies, procedures, and best practices.
- Conduct job analysis and classification studies; recommend changes to classification structures and compensation plans.
- Oversee employee benefits programs; coordinate with vendors and ensure regulatory compliance.
- Participate in labor relations activities, including contract negotiations, grievance resolution, and disciplinary actions.
- Conduct and/or oversee investigations of complex grievances, discrimination complaints, misconduct allegations, and performance issues; recommend appropriate actions; prepare required documentation and responses.
- Develop and deliver training programs to enhance employee skills; prepare educational materials and presentations.
- Maintain knowledge of trends, regulatory changes, and new technologies in HR, talent management, and employment law.
- Represent the City in meetings with public and private organizations, community groups, contractors, and the public.
- Other related duties as assigned.
Requirements
- Bachelor's degree in human resources, public administration, or a related field.
- Five (5) years of progressively responsible human resources experience, preferably in a local government setting.
- At least one (1) year in a supervisory capacity.
