Job Description

Support the Ohio National Guard Human Resources Office by transforming personnel, manpower, and financial data into forecasting models, dashboards, and leadership briefings.

Responsibilities

  • Analyze personnel strength and lifecycle metrics including accessions, attrition, promotions, retirements, and funding impacts.
  • Assess obligations and disbursements to identify trends, measure resource needs, and surface emerging workforce requirements.
  • Develop and refine statistical, predictive, and optimization models for workforce planning, lifecycle forecasting, and talent management.
  • Use appropriate analytical methods such as regression, hypothesis testing, variance analysis, and queueing theory.
  • Document assumptions, data sources, methods, and results to support transparent, reproducible analysis.
  • Build and maintain dashboards and performance metrics for HR workflows, transaction volumes, processing times, and workforce trends.
  • Extract, validate, reconcile, and analyze data from authorized Army and National Guard personnel, financial, and data systems.
  • Produce recurring workforce and financial analyses, leadership briefings, technical reports, and short-notice analytical outputs.
  • Evaluate data quality and model accuracy, investigate discrepancies, and recommend improvements to analytical processes.
  • Coordinate with Government personnel to clarify analytical needs and present findings.
  • Provide advisory analysis while leaving official decisions and actions to Government personnel.
  • Protect sensitive information and comply with applicable requirements for Government system access, privacy, training, and documentation.

Requirements

  • Minimum 15 years of relevant experience in the core functional area(s) covered by this position.
  • Demonstrated experience analyzing military personnel, manpower, workforce, or financial data in an Army or National Guard environment.
  • Advanced capability to produce statistical analyses, forecasts, models, and actionable recommendations from complex datasets.
  • Strong Microsoft Excel skills, including complex formulas; experience with VBA or macros when needed.
  • Experience using SQL for data extraction and management, plus developing analytical reports or dashboards.
  • Ability to write technical findings and brief senior leaders in clear, practical language.
  • Ability to satisfy Government suitability, background investigation, installation access, and system access requirements, including a favorable Tier 1/NACI investigation or equivalent as required.

  • Experience with federal budget execution and PPBE.
  • Experience with Army and National Guard personnel systems.
  • Experience with tools such as GFEBS, PBAS, RM Online, FTSMCS, DPRO, IPPS-A, RCMS-G, Army Vantage, Power BI, Tableau, Python, or STATA.
