Job Description
The Senior Human Resources Manager role at DMC Insurance Administrators, Inc. is based in Pleasanton, CA on a hybrid schedule, with an annual salary range of USD 135,000 to 165,000. The position serves as the sole HR professional for DMC and provides strategic HR oversight to the affiliated TITAN Insurance Administrators, Inc., overseeing the full employee lifecycle, California employment law compliance, and cross‑company HR initiatives across both organizations.
Responsibilities
- California Compliance & Employment Law: Maintain full compliance with CFRA, FMLA, PDL, FEHA, the WARN Act, meal and rest period standards, final pay obligations, pay stub requirements, and SB 1162 pay transparency.
- Strategic Guidance: Advise the CFO and CEO on regulatory changes and organizational compliance risk.
- Investigations & Leaves: Lead documented workplace investigations and manage leave of absence programs including Workers' Compensation.
- HR Systems & Technology: Act as the primary Paychex Flex administrator, overseeing employee records, time and attendance, benefits enrollments, reporting, system configuration, and employee support.
- Automation & AI: Utilize AI‑enabled HR tools and automation to streamline recruiting, onboarding, documentation, and communications.
- Data & Analytics: Develop and analyze HR data reports to inform management decisions, workforce planning, and compliance tracking.
- Recruiting: Oversee end‑to‑end recruiting including postings, screening, interviews, background and reference checks, and offer letters in line with SB 1162.
- Candidate Experience: Build relationships with staffing agencies and professional networks to ensure a consistent candidate experience from application through offer.
- Onboarding & Offboarding: Manage onboarding end‑to‑end (offer letters, new hire paperwork, I‑9 verification, benefits enrollment, Paychex Flex setup, IT coordination, orientation) and offboarding (separation notices, final pay compliance, exit documentation) with CBA considerations for union employees.
- Benefits Administration: Oversee all employee benefits programs and serve as the primary resource for benefits questions and life event changes.
- Compliance Programs: Ensure ERISA, HIPAA, ACA, and COBRA compliance across all benefit programs.
- Policy Development & Employee Relations: Draft and maintain the employee handbook, HR policies, and SOPs for both companies in alignment with California law and CBAs.
- Employee Relations: Handle relations matters confidentially; support managers in progressive discipline and corrective action for union and non‑union staff; coordinate the grievance process and advise on CBA discussions.
- Training, Development & Safety: Coordinate mandatory training including California harassment prevention, workplace safety, and skills development; maintain compliance training records; manage safety programs, OSHA compliance, and Workers' Compensation reporting and case management.
- Performance Management & Compensation: Administer the annual performance review cycle via Paychex Flex and guide managers on goal setting and documentation; prepare annual total compensation packages and assist the CFO with market benchmarking, salary adjustments, and job classification maintenance.
- Affiliated Company Oversight: Provide strategic HR guidance to TITAN Insurance Administrators, Inc. on compliance, policy alignment, benefits, and employee relations for its Fremont, CA team of approximately 45 employees.
- Cross‑Company Initiatives: Lead HR projects across DMC and TITAN from inception to completion with timely delivery and consistent results.
- Events & Culture: Plan and coordinate company events, recognition programs, and engagement activities; foster a positive, inclusive culture aligned with DMC values of accessibility, reliability, accountability, and dedication.
Requirements
- Bachelor's degree in Human Resources, Business Administration, or a related field (required)
- PHR, SPHR, SHRM‑CP, or SHRM‑SCP certification (required)
- Minimum 10 years of progressive, hands‑on HR experience, including at least 3 years as a solo or senior HR professional with full‑function ownership (required)
- Demonstrated experience managing HR for both union and non‑union populations, including CBA knowledge and grievance process experience (required)
- Proficient in Paychex Flex or a comparable HRIS/payroll platform (required)
- Proficient in the Microsoft Office Suite (Word, Excel, Outlook, Teams) (required)
- Comfortable with AI‑enabled HR tools and digital workflow technology (required)
- Excellent written and verbal communication skills (required)
