Human Resources Administrator - Staffing
Job Description
Chesterfield County Public Schools is seeking an HR professional to support staffing strategy and day-to-day people operations for assigned client groups. This onsite role in Chesterfield, VA offers an annual salary range of $81,858.63 - $139,171.01 and a stable schedule of 8 hours per day and 260 days per year. The position plays a key part in keeping hiring, transfers, and employment processes compliant while advising line leadership and employees.
What you’ll do
- Serve as the primary HR contact for assigned client group(s), providing HR support and guidance.
- Provide day-to-day performance management guidance to line management, including coaching, counseling, career development, and disciplinary actions.
- Deliver HR policy guidance and interpretation to ensure consistent application of policy.
- Staff assigned units while maintaining position control; collaborate with managers, Division Leadership, and the Office of Management and Budget to forecast and determine staffing needs.
- Coordinate staffing for assigned client group(s), including potential collaboration to plan work calendars with other HR teams.
- Partner with HRIS to coordinate issuance of contracts and work agreements for new hires, promotions, and transfers, supporting compliance with internal procedures, School Board policies, and federal and state laws.
- Maintain in-depth knowledge of legal requirements affecting day-to-day employee management, helping reduce legal risk and support regulatory compliance; partner with senior managers or Legal as needed.
- Work with managers and employees to identify and resolve employee matters, and coordinate with other HR Administrators on complex employee relations issues.
- Coordinate employee transfers in accordance with School Board policies and ensure ongoing compliance with federal, state, and local standards and regulations.
- Act as a resource on Affirmative Action Plan (AAP) and EEOC concerns, including ADA and FLSA.
- May assist with development and implementation of training materials for employees and supervisors on HR policies and procedures.
- Support staffing responsibilities for other HR Administrators as needed, assist with special projects, and perform other related duties as assigned.
The HR Administrator also prepares a variety of documents and reports related to staffing, vacancies, transfers, employee matters, coaching or supplemental reporting, and reports related to schools’ drug and alcohol programs. Work includes regular use of standard office equipment such as computers, printers, and scanners.
What you bring
- Bachelor’s Degree in Human Resources, Education, or a related field, plus at least three years of progressively responsible work experience.
- Working knowledge of multiple HR disciplines, including federal and state laws, staffing, selection, diversity and inclusion, employee relations, and performance management.
- Demonstrated knowledge of School Board policies, programs, and regulations.
- Demonstrated knowledge of Virginia Department of Transportation (VDOT) regulations.
- Strong communication skills, with ability to communicate effectively both orally and in writing.
- Strong organizational skills and attention to detail.
- Proficiency with the Microsoft Office and Google suites of software.
- Ability to make frequent contacts at all organizational levels, including applicants, managers, directors, teachers and other division faculty and staff, legal staff, university staff, and agency or vendor staff, potentially obligating the organization to action.
- Ability to perform functions independently on behalf of the school system, consulting the supervisor as necessary with unusual situations; this role may provide guidance to personnel on HR policies and may provide work direction to HR Assistants, but does not supervise other positions.
- Ability to obtain required background investigations/tests: FBI Criminal History, State Police Criminal History, CPS Investigation, and TB Screening/Test.
