Human Resources Assistant Manager
Job Description
In Tamuning, Guam, the Human Resources Assistant Manager supports the HR Manager in day-to-day department operations and assists in implementing programs that align with the organization’s goals. The role covers recruitment, employee relations, training, compliance, compensation and benefits administration, and the cultivation of a positive workplace culture.
Responsibilities
- Assist the HR Manager in implementing policies, procedures, and programs.
- Maintain accurate employee records with proper documentation and filing.
- Support the development and maintenance of the Employee Handbook and Codes of Conduct.
- Prepare HR reports, memos, and management-ready documentation.
- Aid in coordinating recruitment activities, including job postings, candidate screening, interviews, and offers.
- Support onboarding to ensure smooth integration of new hires.
- Assist in conducting new employee orientations and ensuring understanding of workplace policies.
- Serve as a point of contact for employee inquiries under guidance from the HR Manager.
- Assist in addressing employee relations issues, investigations, and disciplinary processes per policy.
- Foster a respectful and professional workplace environment.
- Coordinate performance evaluations and track appraisal timelines with relevant managers.
- Support managers with performance improvement plans and necessary documentation.
- Maintain records of employee performance and corrective actions.
- Identify training needs and coordinate internal and external programs.
- Track participation in training and certifications.
- Support workforce development and leadership initiatives.
- Assist in payroll coordination, benefits enrollment, and responding to employee benefit inquiries.
- Support compensation reviews and the implementation of benefits programs.
- Maintain confidentiality of all compensation and benefits information.
- Stay compliant with Guam and Federal labor laws and regulatory requirements.
- Assist with workplace safety initiatives and incident documentation.
- Ensure HR practices align with legal and company standards.
- Maintain HR data accuracy and reporting; support analytics for workforce planning.
- Identify and implement process improvements within HR operations.
- Support employee engagement initiatives and company events.
- Promote company values, mission, and a positive organizational culture.
Requirements
- Bachelor’s or Associate degree in Human Resources, Business Administration, or a related field preferred.
- Minimum of 3 to 5 years of experience in Human Resources or a related role; supervisory experience is advantageous.
- Strong interpersonal and communication skills.
- High level of confidentiality and integrity.
- Excellent organizational and time-management abilities.
- Proficiency in HR systems, payroll coordination, and MS Office applications.
- Strong problem-solving and conflict-resolution skills.
- Working knowledge of Guam and Federal labor laws.
- Microsoft Office experience required (1 year).
- Professional in Human Resources certification preferred.
